HomeMy WebLinkAbout93-154WHEREAS, ARTHUR F. BOWEN joined the California Highway Patrol on November 3q, 1964. Upon completion of the Academy, he was assigned to the South Los Angeles area. While assigned to this area, he served during the Watts Riot of 1965. WHEREAS, ARTHUR BOWEN, from 19bb to 197Q, served in the Baldwin Park area, at which time he was assigned to the Zone V Division Office. While working for Zone V, he served as the California Highway Patrol's Logistics Officer, during the~Santa Barbara riots, in charge of obtaining and distributing all riot gear. In 1970, he developed the first draft of the California Highway Patrol's General Order for the collection and storage of evidence. In 1971, Officer Bowen received an Outstanding Performance Certificate from the Zone V Commander for his work which included the research and analyses of the Occupational Safety Program, and the development of funeral escort procedures. On October 1, 1972, Officer Bowne was promoted to sergeant and assigned to the East Los Angeles area. After completion of motorcycle training, he was assigned to supervise the motorcycle squad. WHEREAS, ARTHUR BOWEN, on May 2, 1977, was assigned to the Chico area. In May, 1981, he organized a meeting with over 16 agencies within Butte County to raise awareness of hazardous material incidents and develop an inter-agency working guideline and agreement. He assisted in the development of the present day Butte County Arson Task Force, serving at different times as President, Vice-President, and Secretary. WHEREAS, ARTHUR BOWEN, in 1987, received the Division Chiefs Commendation for outstanding performance in coordinating, preparing and instructing Module I and II of the statewide hazardous material training for Valley Division. As a division instructor, his efforts resulted in 52 classes and over 1,300 personnel trained from the California Highway Patrol and allied agencies. WHEREAS, ARTHUR BOWENr in 1991, developed and coordinated the training for Region i pertaining to Incident Commander/On-Scene Manager at hazardous material and emergency incidents. WHEREAS, ARTHUR BOWEN, upon his retirement on December 31, 1992 served mare than 28 years with the State of California. RESOLUTION IN APPRECIATION ARTHUR F. BOWEN -2- NOW, THEREFORE, BE IT RESOLVED that this Board, on its own behalf, and on behalf of the residents of the County of Butte would like to express their deep appreciation for the unselfish dedication and devotion given by ARTHIIR BOWEN during his career with the California Highway Patrol.
