Development Zones within cities and counties which provide programs and incentives to
stimulate activities that are favorable to development of post-consumer waste material
markets; and
WHEREAS, the success of statewide implementation of the California
Integrated Waste Management Act ofi 1989 {AB 939} is directly related to development of
additional markets for post-consumer waste materials; and
WHEREAS, the Board of Supervisors of the County of Butte desires to
initiate steps to create a Recycling Market Development Zone within the County; and
WHEREAS, the amount of remaining space at the Neal Road Landfill has
been decreasing annually; and
WHEREAS, new landfill space is expensive and extremely difficult to obtain;
and
WHEREAS, much of the material that enters the waste stream can be
reused, recycled or incorporated into the manufacture of new products; and
WHEREAS, participation in and promotion of materials reuse programs can
significantly reduce the volume of material entering the waste stream thereby extending
landfill life expectancy and reducing expenses; and
WHEREAS, California State Law requires cities and counties to reduce the
amount of materia! entering landfills by 25% by 1995 and by 50% by the year 2D~n; and

SUPPORTING APPLICATION FOR DESIGNATION AS RECYCLING
MARKET DEVELOPMENT ZONES
WHEREAS, reuse of materials represents an efficient and energy saving
technique for reducing the amount of materials going to the landfill; and
WHEREAS, by reusing materials previously discarded or making such
materials available for reuse, businesses can save money through avoided disposal costs
and help stimulate markets far excess materials.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the
County of Butte that:
Sec. t . The proposed Recycling Market Development Zone is defined
by the Chico sphere of influence and portions of the County to the West and the South
of the sphere, as depicted on the map attached hereto as Exhibit "A" and incorporated
herein by this reference.
Sec. 2. That the current and proposed waste management practices
and conditions are, and will be, favorable to the development of post-consumer waste
materials markets.
Sec. 3. That the designation of the proposed zone as a Recycling
Market Development Zone is necessary to assist in attracting private sector recycling
business investments to the proposed zone.
Sec. 4. The County will cooperate to the greatest extent feasible with
businesses in the community in developing strategies to increase the reuse of materials
at all levels of business and local government activity. It is County policy to locate these
activities within existing designated industrial areas.
Sec. 5. All appropriate County departments and agencies shall work
cooperatively, as their resources will allow, to further the purpose of this resolution.
Sec. 6. In order to attain the goals set forth in Paragraphs 2, 3, and
4, County staff shall work with the City of Chico in promoting the Recycling Market
Development Zone to all appropriate businesses and agencies and in accordance with
Article 2, Chapter 3, of Part 3, Division 30 of Public Resources Code commencing with
Public Resource Code section 42145 in preparing and submitting to the State of California
Integrated Waste Management Board a proposal for the designation of the said Recycling
Market Development Zone.
PASSED AND ADOPTED by the Butte County Board of Supervisors on this
23rd day of November, 1993 by the following vote:
AYES: Supervisors Dolan, Thomas and Chair Houx
NOES: Supervisor McLaughlin
ABSENT: Supervisor Meyer
