GOVERNOR'S EFFORTS TO OBTAIN ADDITIONAL FEDERAL FUNDING
FOR HUMAN SERVICES AND SERVICES FOR ILLEGAL IMMIGRANTS

WHEREAS, the State of California has been disproportionately impacted by the current recession;
WHEREAS, the State of California has been disproportionately impacted by federal budget decisions, particularly
reductions in defense procurement and military base closures;
WHEREAS, the State of California has been disproportionately impacted by recent accelerated illegal immigration
into the United States;
WHEREAS, immigration policy is under the sale authority of the Federal Government;
WHEREAS, state and local governments are responsible for many of the costs of human services, education services,
and criminal justice services resulting from federal immigration policy;
WHEREAS, state and county budgets have been placed under stress due to the severe and lingering recession;
WHEREAS, the Governor of California is attempting to obtain $2.3 billion in additional federal funding for services
to illegal immigrants;
WHEREAS, the Governer of California is attempting to obtain an increase in the federal share of the costs of certain
human service programs; and
VVIIEREAS, the Governor has been joined in this bi-partisan effort by Speaker Brawn, Senator Roberti, Senator
Madly and Assemblyman Brulte.
WHEREAS, Butte County will be forced to divert local resources from other important local programs to human
sciviccs should the Governor fail in his efforts.
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors supports the bi-partisan effort
to obtain $2.3 billion in additional federal reimbursement for the costs of services for illegal immigrants.
BE IT FURTHER RESOLVED that the Butte County Beard of Supervisors supports Governor Wilson's efforts to
ha~~c the federal share of the costs of certain human services increased.
BE IT FURTHER RESOLVED that the Chair of the Board of Supervisors is authorized to transmit this resolution
to the President, the Califer~ua Con ressianal Delegation and Gov~~o~ Wilson.
