~,~ ~~ rS UP~;A••.. ~r • • 1 v i •:~/ fM©~ ~~ir ~ ^ ~ ~ ~ ^ ~* : ~'i •#~rrrrr~s BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA ti~'S0lllf1~111 ~~t~. 94-~~ A RESOLUTION AUTHORIZING THE SUBMITTAL OF A LOCAL GOVERNMENT USED OIL OPPORTUNITY GRANT APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD WHEREAS, as part of its plan to conserve landfill capacity and address potential environmental impacts from landCilling, the Board of Supervisors of the County of Butte adopted the Source Reduction and Recycling Element and Household Hazardous Waste Element on November 10, 1992; and WHEREAS, the problems posed by used oil disposal require a response, including efforts to eliminate illegal disposal, reduce landfill disposal of used oil and encourage recycling of used oil; and WHEREAS, the scarcity of used oil collection centers and programs create disincentives for recycling which could be addressed through a recycling incentive program; and WHEREAS, the establishment of a used oil collection center at the Neal Road Landfill would provide the public a convenient outlet to dispose of used oil, and would be consistent with the Source Reduction and Recycling Element and the Household Hazardous Waste Element; and WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act (Statutes of 1991, Chapter 817) that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the local government used oil opportunity grant program within the state, and setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, said procedures established by the California Integrated Waste Management Board require the applicant to certify by resolution the approval of application before submission of said application to the State; and WHEREAS, ,upon approval of the grant application, the applicant will enter into an agreement with the State of California for development of the project; and WHEREAS, the Director of Public Warks has proposed making an application for such a grant consistent with the Source Reduction and Recycling Element and Household Hazardous Waste Element, to purchase equipment far collecting and recycling waste motor oil at the Neal Road Landfill. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Butte authorizes the submittal of an application to the California Integrated Waste Management Board for a Local Government Used Oil Opportunity Grant. The Director of Public Warks of the County of Butte is hereby authorized and empowered to execute any agreements and amendments thereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
