HomeMy WebLinkAbout94-039BOARD CJF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA ~lE'SO~Uf1011 .~~0• 94-39 FLESOLUTION APPROVING AN APPLICATION AND CONTRACT EXECUTION FOR FUNDING FROM THE GENERAL OR NATIVE AMERICAN ALLOCATION OF THE STATE CDBG PROGRAM AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT WITH THE STATE OF CALIFORNIA FOR THE PURPOSE OF THIS GRANT WHEREAS, the Butte County Board of Supervisors has instructed staff to prepare a Community Development Block Grant Application to be submitted to the State of California, Department of Housing and Community Development authorized by the Housing and Community Development Act of 1974 as amended in 1981; and WHEREAS, a public hearing was held March 22, 1994, and the hearing was duly published in accordance with state regulations to inform target area residents and property owners and other interested persons of the scope of the CDBG Program and to seek input from the public; and WHEREAS, the Butte County Board of Supervisors has considered all housing, public facility, economic development and community facilities or services needs, and ranks a housing rehabilitation program as the most serious County need at the present time. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Butte authorizes and empowers the County Chief Administrative Officer to execute for the County of Butte all necessary application contracts, agreements and amendments thereto to implement and carry out the purpose specified far the Community Development Block Grant application for the above noted Housing Rehabilitation Project including all understandings and assurances contained therein, with the Housing and Community Development Department, and designates William Chiff, County Director of Public Works, to act in all matters in connection with the application and also with regard to Fair Housing and Historic Preservation activities. BE IT FURTHER RESOLVED that the Board of Supervisors approves the use of the County's housing condition survey data in the CDBG application and has incorporated it into the County's Housing Element. BE IT FURTHER RESOLVED that the Board of Supervisors has reviewed the citizen participation plan for compliance with federal statue and has determined that this plan was followed for the development of this application. BE IT FURTHER RESOLVED that the Board of Supervisors has reviewed and hereby approves an application for up to $500,000 for the purpose of: Housing Rehabilitation .............$462,500 (In the target areas of Thermalita and Stirling City) General Administration ............ $ 37,500 BE IT FURTHER RESOLVED, if the grant is approved, the County of Butte will provide the following contributions to the program: Can r~-.a Program Income Staff Time Dollar Amount $50,000 $ 4,000 Permit Fee Reductions $ 2,000 (Free first inspections on all CDBG projects, a contribution equal to approximately $100 per project) BE IT FURTHER RESOLVED, if the grant application is approved, the County of Butte will provide applicants with assistance to secure comparable resources which may be available from other sources to complement the CDBG funds as follows: FmHA $5,000 Owner Participation Leveraging $2,500 Weatherization $2,800 Title Fee Reductions $2,000 Appraisal Fee Reductions $2,000 BE IT FURTHER RESOLVED, that the County of Butte certifies that it has designed the housing rehabilitation program to minimize displacement.
