HomeMy WebLinkAbout94-120A RESOLUTION AUTHORIZING THE SUBMITTAL OF A HOUSEHOLD HAZARDOUS WASTE DISCRETIONARY GRANT APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD WHEREAS, the County of Butte recognizes that it is in the public interest to enact and implement an integrated waste management plan to address the State's diminishing landfill capacity and the potential adverse environmental impacts from landfilling; and WHEREAS, as part of its plan to conserve landfill capacity and address potential environmental impacts from landfilling, the Board of Supervisors of the County of Butte adopted the Source Reduction and Recycling Element and Household Hazardous Waste Element on November 10, 1992, which Elements will be included in the Butte County Integrated Waste Management Plan; and WHEREAS, funding has been established by Assembly Bill 1220 (Eastin, 1993) and is available from the Integrated Waste Management Account in the General Fund through the California Integrated Waste Management Board that provides grants to local governments to establish and implement waste diversion and separation programs to prevent disposal of hazardous waste, including household hazardous waste, in solid waste landfills; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, said procedures established by the California Integrated Waste Management Board require the applicant to certify by resolution the approval of an application before submission of said application to the State; and WHEREAS, the Director of Public Works has proposed making an application for such a grant consistent with the Source Reduction and Recycling Element and Household Hazardous Waste Element, to collect, recycle and disgose of household hazardous waste by conducting a series of household hazardous waste caIlection events throughout Butte County; and WHEREAS, upon approval of the grant application the County will enter into an agreement with the State of California for development of the project; Y NOW, THEREFORE, be it resolved that the Board of Supervisors of the County of Butte authorizes the submittal of an application to the California integrated Waste Management Board for a Household Hazardous Waste Discretionary Grant in the amount of $1.1.4,023. The Director of Public Works of the County of Butte is hereby authorized and empowered to execute in the name of the County of Butte all necessary applications, contracts, and agreements and amendments thereto for the purposes of securing grant funds and to implement and carry out the purposes specified in this grant application.
