HomeMy WebLinkAbout94-132K~SOlUfIOtZ N0. 94-132 RESOLUTION ESTABLISHING A LOCAL PREFERENCE POLICY WHEN ACQUIRING PROFESSIONAL AND SPECIALIZED SERVICES WHEREAS, the Board of Supervisors of the County of Butte believe that a Local Preference Policy is necessary and desirable to provide an opportunity for local Butte County firms to be considered and compete in the selection process when the County is retaining professional and specialized services. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte, State of California as follows: 1. There is hereby established a "Local Preference Policy of the County of Butte." 2. Butte County departments, when acquiring professional and specialized service contracts which are bid via a Request for Proposal ( RFP) , shall make a concerted effort to distribute the RFP to local firms and/or individuals who may possess the necessary qualifications for the services sought. 3. Butte County departments shall include within all Request for Proposal documents a policy statement that the County encourages joint venture proposals including Butte County businesses and encourages use of Butte County businesses for professional and specialized services as subcontractors and subconsultants. /// 4, Butte County departments will communicate notices of proposal offerings to the chambers of commerce within Butte County or any other such business or professional organization who may request such. 5. The County will provide an opportunity for follow-up discussion with staff for those local firms who do not prevail in the proposal process. 6. An opportunity will also be provided for those who do not prevail in a proposal process to address the Board of Supervisors prior to final award of a contract. 7. Butte County departments will communicate notices of proposal awards to members of the business community participating in the proposal process and chambers of commerce upon request. 8. County staff will participate, as time permits, in workshops within the County to update and enhance procurement opportunities. 9.
