BUTTE COUNTY ANIMAL CONTROL ADVISORY BOARD
BE IT RESOLVED, that the Board of Supervisors of the County of
Butte hereby establishes the Butte County Animal Control Advisory
Board ("advisory board") as follows:
Purpose. The purpose of the Butte County Animal Control
Advisory Board is to provide advice to the Board of Supervisors on
animal control matters and to assist in the development of animal
control policies.
Responsibilities. The advisory board shall monitor legislation
and animal control policy and keep the Board of Supervisors informed
of relevant matters. The advisory board shall keep current on the
concerns of animal humane and welfare advocacy organizations as well
as animal-related concerns of the general population of Butte
County, define animal control and welfare problems, and suggest
solutions to the Board of Supervisors. The advisory board shall act
as a liaison between local animal humane and welfare agencies and
the Board of Supervisors.
Organization. The advisory board consists of seven members.
The governing boards of the following organizations shall each
nominate one member: Butte County Cattlemen's Association, Butte
County Farm Bureau, Butte Humane Society, Northwest Society for the
Prevention of Cruelty to Animals, North Valley Veterinary Medical
Association, and Promotion of Animal Welfare Society. Each
organization shall notify the Board of Supervisors of nominations in
writing, and each appointee shall serve at the pleasure of the Board
of Supervisors. Participating organizations may nominate new or
replacement members as they desire. Additionally, the Board of
Supervisors shall appoint one public member not affiliated with any
of the foregoing organizations. The public member shall serve at
the pleasure of the Board of Supervisors.
B~aws. The advisory board shah. develop bylaws which shall
include, but not be limited to, rules and procedures relating to the
following aspects of operation: election of officers, terms of
office, duties of officers, meeting frequency, provision for
compliance with the Brown Open Meeting Act, quorum requirement,
process for amending bylaws, and rules of order. The bylaws
recommended by the advisory board shall become effective immediately
upon ratification by the Board of Supervisors.
Staff Support. Staff support shall be provided by the Health
Department and will generally be limited to preparation of agendas
and minutes and distribution of agendas, minutes, and other
correspondence.
Expenses. Members of the advisory board are eligible for
reimbursement of transportation-related expenses at the rate per
mile authorized to county employees and official<s. In order to
receive reimbursement, advisory board members must show proof of
valid insurance coverage according to county standards. All other
incurred expenses are subject to approval by the Public Health
Director prior to incurring such expense. Approved expenses will be
charged to the Animal Control budget.
