IN MEDI-CAL ACUTE PSYCHIATRIC
INPATIENT HOSPITAL CONSOLIDATION
WHEREAS, Butte County assumes responsibility for Medi-Cal
authorization and payment of the state Medi-Cal match for all
medically necessary acute psychiatric inpatient hospital services
for Medi-Cal beneficiaries from Butte County; and
WHEREAS, the allocation of state funds in the amount of
$482,417 is payment in full from the state; and
WHEREAS, .Butte County has a public planning process which
involves traditional and safety net providers, consumers and other
stakeholders; and
WHEREAS, Butte County agrees to submit additions to the
Quality Management Plan (implementation plan) by January 1, 1995,
which complies with state requirements, and
WHEREAS, state matching funds are being transferred in
advance, and the Butte County Board of Supervisors authorizes the
state to offset Butte County Mental Health's realignment funds in
accordance with state payment of inpatient claims; and
WHEREAS, the State of California has set aside an amount equal
to 0.6965 percent of the total state funding for fee-for-service
Medi-Cal (FFS/MC) acute psychiatric inpatient services allocated to
Small counties by Chapter 633 Statutes of 1994, Assembly bill 757,
for the creation of the Sma11 County Emergency Risk Pool with the
intent of protecting small counties against the risk of exceeding
budget allocations for FFS/MC psychiatric inpatient hospital costs.
NOW, THEREFORE, BE IT RESOLVED, that Butte County will accept
$482,418 from the State Department of Mental Health, will partici-
pate in the Fee-For-Service (FFS/MC) acute psychiatric inpatient
hospital consolidation program, will participate in the Small
Counties Emergency Risk pool and will authorize the Mental Health
Director to sign the associated State DMH Contracts and Small
County Emergency Risk Pool M.O.U.
