UPON RETIREMENT FROM THE PARADISE IRRIGATION DISTRICT
IN THE COUNTY OF BUTTE
WHEREAS, Phil Kelly, Manager of the Paradise Irrigation District, announced his retirement
as of September 2, 1995; and
WHEREAS, Phil Kelly began his career in the County of Butte in 1969 as Manager of the
Paradise Irrigation District; and
WHEREAS, Phil KeIIy's accomplishments during his 26-year tenure include overseeing
enlargement of the Paradise Dam in 1977; installation of a water treatment plant in 1982 and its
enlargement in 1995; implementation of an accelerated pipeline replacement program; intertie and
cooperative agreements with Del Oro Water Agency, Magalia County Water District, and Lime
Saddle Community Services District; cooperative agreements with the Town of Paradise for fire
hydrant maintenance and fee collection, and collection of on-site wastewater management fees;
serving as Butte County 5th District Water Commissioner and Secretary of the Butte County Special
Districts Association; and
WHEREAS, Phil Kelly has dedicated time and effort to his community serving as Director
of the Feather River Health Foundation, Director of the Paradise Auditorium and Community
Corporation, Chairman of Iohnny Appleseed Days, President of the Rotary Club, Manager of Little
League, and as a member of the St. Thomas Moore School Board, as well as taking part in the local
Boy Scouts program and the United Crusade.
NOW, THEREFORE, BE IT RESOLVED, that this Board, on its own behalf and on behalf
of the residents of Butte County, wish to express to Phil Kelly sincere appreciation for his many years
of unselfish dedication and outstanding service rendered to the residents of Butte County, and further
wish him well on his retirement.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 15th day of
August, 1995, by the following vote:
AYES: Supervisors Meyer, Dolan, Houx, Thomas and Chair McLaughlin
