Supervision Project to be funded in part from funds made available through the Anti-Drug Abuse Act of 1988 for the Anti-Drug Abuse Program administered by the Office of Criminal Justice Planning (hereafter referred to as OCJP). NOW, THEREFORE, BE IT RESOLVED that the Chief Probation Officer of the County of Butte is authorized, on its behalf, to submit the attached application to OCJP and is authorized to execute on behalf of the Board of Supervisors the attached Grant Award Agreement, including any extensions or amendments thereof. IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages shall be the responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility far any such liability. BE IT FURTHER RESOLVED that the grant funds received hereunder shall not be used to supplant expenditures controlled by this body. It is also agreed that this award is not subject to local hiring freezes . Staff will maintain ongoing data as to project d:fendantS Sentenced t0 State 1nStltutianS, the number receiving local jail and ~T,~venile hall time, including time served as a COndi t1.On Of _~=OlJatlan and t?'lOSe released Withat2t Custody ca:~itments. ~RC=ANIZATIONAL DESCRIDTIC?N .. w The primary unit in the project is the 3.A.S.S. team consisting of two Deputy Probation Officers, a Deputy Sheriff and a District Attorney Investigator, all attached to the Butte Interagency Narcotics Task Force. The Senior Probation Officer is in charge-of the unit and works directly with the task force commander, who has responsibility for overall field operations in setting up work schedules and coordinating efforts. The probation officers also report to a supervising probation officer who has responsibility for selection of probationers far search and surveillance by the unit. South Hutte County has a~-: unemplo< tent rate which is ever_ greater that in tine depressed sections of some major metropolitan areas. Well over 50~ of the felons convicted in Butte County last year were either for drug offenses or voluntarily acknowledged their involvement with such substances. B.A.S.S. and B.I.N.T.F. officers have initiated cooperative efforts with Neighborhood Watch and other co~minity groups in targeting specif i c areas for drug abatement efforts .
