HomeMy WebLinkAbout95-170RESOLUTION OF SIGNATURE AUTHORIZATION CERTIFIED UNIFIED PROGRAM AGENCY (CUPA) APPLICATION WHEREAS, Senate Bill 1082 (1993 Calderon) and Senate Bill 1193 (1995 Calderon) provide for the streamlining and consolidation of hazardous materials oversight programs for California industry. WHEREAS, one element of the streamlining goal is consolidation of hazardous materials programs within Certified Unified Program Agencies (CUPA). WHEREAS, Senate Bill 10$2 requires each County to submit a CUPA application on or before January 1, 1996. WHEREAS, the CUPA application is required to bear an authorized signature of an elected or appointed official. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte, State of California, as follows: 1. The County while acknowledging that current resources are inadequate to provide a consolidated hazardous materials program, intends to meet the statutory deadline of January 1, 1996 for submission of a CUPA application. 2. The Director of Environmental Health shall submit and is authorized to sign a CUPA application on behalf of Butte County. 3. The application shall commit to a CUPA program only those specific County resources currently available for hazardous materials management. 4. The application shall document those additional State resources and assistance {including a unified fee structure} which are necessary to successfully implement a CUPA program within the County within the five {5) year statutory period.
