RE50LI7TION IN OPPOSITION TO AB b38 (KNIGHT) -
PROPOSED LEGISLATION TO CARRY CONCEALED FIREARMS
WHEREAS, the California State Assembly has passed AB 638 (Knight) which mandates that
the Sheriff or Chief of Police issue permits to carry concealed firearms to all qualified citizens within
his or her jurisdiction who request them; and
WHEREAS, AB b38, to become law, will have to pass the State Senate and be signed by the
Governor; and
WHEREAS, the principle effect of this legislation would take away local control to make
decisions as to who is issued a concealed firearm permit within our community; and
WHEREAS, under provisions of AB 6 38, hundreds of thousands of peop]e would be eligible
to carry concealed firearms; and
WHEREAS, the public safety concerns of the citizens of California vary dramatically among
different communities given history, geography, demographics and local social issues; and
WHEREAS, providing for the safety of the citizens of California requires that discretion
regarding procedures and requirements for eligibility for the issuance of concealed firearm permits
rests with the Sheriff or Chief of Police; and
WiiEREAS, there is no proof that widespread issuance of concealed firearm permits will
reduce crime in our community.
NOW, THEREFORE, BE IT RESOLVED, that the Butte County Board of Supervisors
are opposed to AB G38 and request that you, the State Senator representing this county, vote "NO"
on this legislation; and
BE IT FCIRTHER RESOLVED, that a copy of this Resolution be sent to Governor Wilson
for his review and consideration.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 27th day of
February, l 99b, by the following vote:
AYES: Supervisors Meyer, Dolan, Houx, Thomas anal Chair McLaughlin
