RESOLUTION PROCLAIMING APRIL
AS PARLIAMENTARY LAW MONTH
WHEREAS, American Parliamentary Law is built upan the principle that rights must be
respected--rights of the majority, of the minority, of individuals, or absentees, and rights of all of
these together; and
WHEREAS, parliamentary rules are actually the "rules" of the game of democracy and their
purpose is to expedite business, to maintain order, to ensure justice, to provide equal treatment of all
members, and to help an organization to accomplish the purpose for which it was formed; and
WHEREAS, almost every man; woman, or youth who wish to participate effectively either
as governing citizens or as active organization members can profit by having at least a basic
knowledge of the principles by which decisions can be made.
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors
hereby proclaims the month of April 1996, as PARLIAMENTARY LAW Mt)NTH and encourages
our citizens to gain an understanding of parliamentary law procedure.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 23rd day of April
996, by the following vote:
AYES: Supervisors Da1an, Haux, Thomas, Vice-Chair Meyer
NOES: None
ABSENT: Chair McLaughlin
