HomeMy WebLinkAbout96-042i I~~~sr~lufic~n No. ~~-4z RESOLUTION OI~ "I'} IE GOVF,RN}NG BOARD OFFICE OF CRIMINAL JUSTICE PLANNING-MARIJUANA SUPPRESSION PROGRAM W}IEREAS, the Butte County Sheriff's Office desires to undertake a certain project designated the Marijuana Suppression Program to be funded, in part, from funds made available through the Marijuana Suppression Program administered by the Office of Criminal Justice Planning (hereafter referred to as OCJP). NOW, '}~HEREFORE, BE IT RESOLVED that the Chairperson of the Butte County Board of Supervisors is authorized, on its behalf, to submit the attached proposal to OCJP and is authorized to execute on behalf of the Board of Supervisors, the attached Grant Award Agreement including any extensions or amendments thereof. BE IT FURTHER RESOLVED that the Applicant agrees to provide all matching funds required for said project, including any amendments thereof, under the Program and the funding terms and conditions of OCJP and that the cash match will be appropriate as required. IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by this body. IT IS ALSO AGREED that this award is not subject to local hiring freezes. Operating Expenses COST - Maintenance of four 4-wheel drive vehicles assigned to the project deputy $ 12,000 including fuel and oil. Estimate 15,000 miles per vehicle driven by project deputies. - Purchase of small tools and equipment such as batteries, axes, gaggles, 600 machetes, chain saws, sling cables, hooks, nets, etc. - Purchase of office supplies, stationary, maps, charts, cassettes, video tapes, 250 35mm film, etc. - Printing of leaflet material to educate the public and potential growers as 500 to the hazards and laws pertaining to illegal cultivation ($1,650 x $.30). - One mandatory OCJP grant administration training conference to be 1,466 attended by personnel from Marijuana Suppression Unit and personnel from district attorney's office. (Registration: $150 x 2; Per Diem: $40 x 2 x 3; Lodging: $125 x 2; Mileage: Butte County to Sacramento, return to Butte County: 1.10 x $.29 x 2) - Indirect costladministrative overhead (based on 5% of total direct costs 8,336 excluding equipment ($166,721 x 5% = 8,336). Pursuant to the OCJP grant, the following expendituers are anticipated, a. Administrative cost for personnel from the Butte County Personnel Office to track statistical information. Pursuant to OCJP, a mandatory Equal Employment Opportunity Plan (ESOP) must be developed and must include various statistical information for hiring policy for the Butte County Sheriff's Office. Required guidelines and all necessary forms are provided by OCJP. b. Administrative cost for personnel from the Butte County Auditor's Office to track expenditures related to the grant and prepare monthly expenditure and reimbursement reports as necessary. c. Administrative cost for personnel from the Buttc County Shcriff's Office to track statistical information and prepare monthly and quarterly statistical reports. - Grant audit (1% of total grant) 2,000 [xJ The applicant will use the State's travel policy. [ ] The applicant will use a travel policy other than the States. The applicant will use the written policy of which is morelless restrictive than the State's. Equipment COST One four wheel drive vehicle to be assigned the Special Enforcement for use by $25,000 the project deputies to be used in accordance to the law enforcement objectives outlined in the grant for the ground surveillance, reconnaissance, eradication and asset removal in Butte County. The vehicle will be purchased through the county's bid process, meeting both state and Federal regulations. The vehicle (and necessary police accessories] is estimated to cost $25,000.
