HomeMy WebLinkAbout96-064Fr n C+€~ #~' ~ ~~fi~ I~c~sojufior2 ~~~.96-64 Resolution on GAIN Funding Whereas, California's GAIN Program has been evaluated as the mast successful welfare-to-work program ever studied; and the Butte County program has continued to demonstrate it's cost effectiveness and Whereas, we, the Butte County Board of Supervisors confirm our belief in the GAIN program's effectiveness in transitioning Welfare recipients from welfare to work, and Whereas, passage of AB 1371 (Weggeland} in 1995 further strengthened the GAIN program by making it mare employment focused; and Whereas, a fully funded GAIN program is absolutely critical to the success of welfare reform, and Whereas, current funding levels for GAIN allow only one-quarter of all mandatory participants statewide to take advantage of GAIN services; and Whereas, we believe the GAIN program could serve more recipients and save more government funds, and Whereas, the Assembly Budget Committee reduce GAIN funding by $40 million below the amount proposed in the Governor's Budget and approved by the Senate Budget Committee, and Whereas, a cut of this magnitude, representing roughly 15 percent of all GAIN funds, would be devastating to counties' ability to transition recipients from welfare to self- sufficiency, now therefore be it NOW, THEREFORE, be it resolved, that the Board of Supervisors of Butte County urges the Legislature and the Governor to fully fund the GAIN Program. At the very least, the Legislature and the Governor must fund the GAIN Program at the level proposed by the Governor and approved by the Senate.
