TO
PROCLAIM A STATE OF EMERGENCY
WHEREAS, on December 31, 1.996 the Board of Supervisors of the County of Butte found
that due to a succession of wind and rainstorms resulting in the widespread flooding of low lying
residential and agricultural areas in Butte County causing and threatening significant property
damage, a condition of extreme peril to the safety of persons and property in Butte County was
created; and
WHEREAS, in accordance with State law the Board of Supervisors proclaimed an emergency
did exist throughout said county; and
WHEREAS, it has now been found that local resources are unable to cope with the effects
of said emergency;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND ORDERED that a
copy of this proclamation be forwarded to the Governor of California with the request that he
proclaim the County of Butte to be in a state of emergency; and
IT IS FURTHER ORDERED that John S. Blacklock, Chief Administrative Officer of the
County ofButte, is hereby designated as the authorized representative of the County of Butte for the
purpose of receipt, processing, and coordination of alI inquiries and requirements necessary to obtain
available State and Federal assistance.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 31st day of
December, 1996 by the following vote:
AYES: Supervisors Dolan, Houx, Thomas and Chair McLaughlin
NOES: None
NOT PRESENT: Supervisor Meyer
NOT VOTING: None
