RESOLUTION OF INTENT TO IMPLEMENT
MEDI-CAL MANAGED CARE -PHASE II

WHEREAS, Butte County Alcohol Drug and Mental Health has managed all inpatient care
needs for Butte County Medi-Cal beneficiaries since January 1995;
WHEREAS, as a result of this management 70°l0 of the funds formerly spent on care of
beneficiaries in out-of-county private hospitals, and therefore away from natural support systems,
has been redirected to provide local services, resulting in better and more efficient care;
WHEREAS, Butte County Drug and Mental Health has proven its ability to coordinate the
mental health treatment needs of all Butte County Medi-Cal beneficiaries for inpatient care, by
providing excellent care with a high client satisfaction rate (as indicated by no consumer grievances
being filed regarding the management of inpatient care);
WHEREAS, the State Department of Mental Health and Health Services desire to contract
with a Mental Health Plan for the full management of mental health services, including both
inpatient and outpatient services, which are currently managed separately;
WHEREAS, the Director of Butte County Alcohol, Drug and Mental Health strongly
recommends that Butte County County Alcohol, Drug and Mental Health should become the Mental
Health Plan far the management of the above benefits.
NOW, THEREFORE, BE IT RESOLVED, that (1) Butte County resolves to assume
responsibility for Medi-Cal authorization and payment of state/local match for all medically
necessary specialty mental health services for Medi-Cal beneficiaries of Butte County, and (2) Butte
County assures that access for covered specialty mental health services will continue to be at least
as goad as it was prior to the transfer of responsibility for care to the Mental Health Plan, and
(3) Butte County will have a public planning process for the development of the Mental Health Plan
which will involve clients, family members, and other stakeholders and the local Mental Health
Board, and (4) Butte County agrees to submit an implementation plan that meets the State
Department of Mental Health requirements.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 28th day of
January, 1997, by the following vote:
AYES: Supervisors Beeler, Dolan, Houx, Josiassen and Chair Davis
NOES: None

NOT VOTING: None
