HomeMy WebLinkAbout97-049~4 t '' 97-49 RESOLUTION ESTABLISHING POLICY NATURAL RESOURCE CONSERVATION SERVICES (MRCS} STORM DAMAGE PROJF,CT MANAGEMENT WHEREAS, the County of Butte suffered extensive damage during the 1997 winter storms and a proclamation of existence of a local emergency (Resolution No. 96- 145} was adopted by the Board of Supervisors on December 31, 1996; which was continued by Resolution No. 97-OS on January 14, 1997, and by Resolution 97-09 on January 28, 1997; and WHEREAS, the Butte County Emergency Services Officer requested the Natural Resources Conservation Services (NRCS) to evaluate and repair various damaged sites throughout the County of Butte under the provisions of the Emergency Watershed Protection Act; and WHEREAS, the NRCS has approved a number of critical small projects in the C'aunty of Butte for repair; and WHEREAS, the NRCS is unable to undertake these local repair projects for 1?-18 months because of widespread damages throughout the State of California and many locations within the United States; and WHEREAS, the NRCS and the County are of the belief completion of these critical emergency repair projects can be accelerated and completed before the next rainy season if the Butte County were to undertake management of the projects. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors, that the General Services Director is authorized to perform the following work on behalf of Butte County in order to expedite the emergency work repair: 1. Engage the services of a qualified independent engineering firm to manage disaster repair work projects within the County of Butte as approved for funding assistance by the NRCS. 2. Sign all contracts with the NRCS, engineering firm, and indemnification agreements with individual landowners within the work project area. 3. .Award bids and sign construction contracts for individual projects up to $30,00 in value. BE IT FURTHER RESOLVED that the General Services Director is directed to submit a brief report to the Board of Supervisors for each project where construction work is undertaken. Said report shall at a minimum describe the work undertaken, the benefiting properties, a summary of the bids, and the name of the contractor for which the bid was awarded.
