PROGRAM GRAN"h APPLICATION, FII~"1'H CYCLE
(Cities of Higgs, Chico, Oroville and 'Town of Paradise)
WHEREAS, the County of Butte recognizes that it is in the public interest to
enact and implement an integrated waste management plan to address the State's
diminishing landfill capacity and the potential adverse enviromnental impacts from
landfilling; and
WHEREAS, as part of its plan to conserve landfill capacity and address potential

adopted the Source Reduction and Recycling Element and I-Iousehold Hazardous Waste
Element on November 10, 1992, which Elements will be included in the Butte County
Integrated Waste Management Plan; and.
WHEREAS, the people of the State of California have enacted the California Oil
Recycling Enhancement Act that provides Iunds to cities and counties for establishing
and maintaining local used oil collection programs that encourage recycling or
appropriate disposal of used oil; and
WHF,RE:1S, the California Integrated Waste Management Board has been
delegated the responsibility for file administration of the program within the state, setting
up necessary procedures governing application by cities and cot~Inties under the program;
and
WHEREAS, the Cities of Biggs, Chico, Oroville and Town of Paradise have
authorized the County of Butte to submit a Regional Used Oil Recycling Block Grant
application to the California Integrated Waste Management Board on their behalf and to
be the lead agency for the implementation of the Grant; and
WHEREAS, the applicant will enter into an agreement with the State of California
for implementation of a used oil recycling program;
NOW, 'fHEREIJ'ORE, BI I'h RESOLVED that the Buttc County Board of
Supervisors authorizes the submittal of a regional application on behalf of the Cities of
Biggs, Chico, Oroville and Town of Paradise to the California Integrated Waste
Management Board fora 1997!2000 Used Oil Recycling Block Grant. The Public Works
Director of the County of Butte, or his designee, is hereby authorized and empowered to
execute in the name of the County of Butte and the above named cities all necessary
applications, contracts, payment requests, agreements and amendments hereto for the
purposes of securing grant funds and to implement and carry out the purposes specified in
the grant application,

California, this 13th day of May 1997 by the following vote:
