HomeMy WebLinkAbout97-090'1 4~~~< !~ t RESOLUTION IN APPRECIA"TION OF THOMAS E. MAC DONALD UPON HIS RETIREMENT PROM ~fHE BUTTE COUNTY JUVENILF, HALL WHEREAS, "Thomas B. Mac Donald, Chief Deputy Probation Officer, announced his retirement as July 10, 1997, and WHEREAS, "hhomas E. Mac Donald spent 8 I%2 years of his career in Orange county as Counselor, Counselor 11, Seniar Counselor and Duty Officer before coming to Butte County as Superintendent on May 20, 1974. His title was chan~~ed to Deputy Chiefi Probation Officer in December 1978, back to Superintendent May 1986, back to Deputy Chief Probation Officer November 1989. and finally to Chief Deputy Probation Officer January 1992, and WHEREAS, Thomas E. Mac Donald has contributed much to the Butte County Juvenile Hall. Established the National School Lunch and Breakfast Program in 1974 which pays in full the costs of meals for minors detained; designed and equipped the new 60 bed facility in 1975-76; developed and wrote the i^-house Butte County Juvenile Hall 120 Day Family Reunification Program which was sanctioned by the Superior/Juvenile Court in 1976; was appointed a member of Probation Standards Committee by the Chief Probation Officers of California to develop Standards of Operations for Juvenile Facilities that could be implemented statewide in 1985-1987; developed and wrote the Butte County Regional Center Program which provided long term treatment for selected CYA offender generatin~~ S200K in funds for Butte County in 1986-1991, program was terminated by CYA due to State's financial crisis; received the Program Development Award from the California Probation, Parole and Correction Association (CPPCA) for the Butte County Regional Center Program in 1987; wrote and secured a grant to appropriate Prop 52 monies to upgrade fire life safety maintenance in 1988; secured grant monies and designed the multi purpose classroom add an in 1991; served on several Ad Hoc committees during his tenure to revise juvenile detention standards; and was part of the 1995-96 Board of Corrections task force to revise the Title 15ITitle 24 Minimum Standards for Juvenile Halls and Jails. He has belonged to the California Association of Probation Institute Administrators (CAPIA) in the following capacities; Northern Region Chair, 1979; State President, ] 980; Secretary 198 I -1985; State Training Officer, 1986-1990; Secretary, 1996-1997. Also received the Jerry Darling Award, the most prestigious award given to those who have made a ~~reat contribution for the humane treatment of minors detained in Juvenile Halls. Thomas E. Mac Donald is currently the longest sitting Superintendent of a Juvenile Hall in the State of California, and WHEREAS, Thomas E. Mac Donald has served the residents of the County of Butte with dedication and perseverance for 23 years, NOVV, THEREFORE, BE IT RESOLVED, that this Board, on its own behalf, on behalf of the residents of the County of Butte, wish to express to Thomas E. Mac Donald sincere appreciation for his many years of unselfish dedication and outstanding service rendered to the residents of the County of Butte, and further wish him well on his retirement.
