RESOLUTION DESCRIBING THE DUTIES OF THE
TECHNICAL ADVISORY COMMITTEE TO TIE
BUTTE COUNTY WATER COMItiIISSION
WHEREAS "An Ordinance to Protect the Groundwater Resources in
Butte County" was passed by a majority vote of the electorate in November
1996; and
WHEREAS, such ordinance, also known as Measure G, as amended,
provides for a seven person Technical Advisory Committee to be nominated
by the Water Commission and appointed by the Board of Supervisors;
NOW, THEREFORE, BE 1"r RESOLVED, that the Board of
Supervisors of the County of Butte hereby establishes the Butte County
Water Commission Technical Advisory Committee as follows:
Purpose: The Technical Advisory Committee shall work in
cooperation with the Water Commission to develop acounty-wide ground
water monitoring program by advising the Water Commission in areas
requiring technical expertise. In addition, the Technical Advisory
Committee shall provide expertise for the use, maintenance and protection of
all water resources throughout the County of Butte.
Responsibilities: The duties of the Technical Advisory Committee
shall be to:
First: Provide technical expertise to the Water Commission in the
development of a county-wide ground water monitoring program
pursuant to that ordinance titled: "An Ordinance to Protect the
Groundwater Resources in Butte County".
Second: Monitor state and federal legislation and water policy and
inform the Water Commission regarding the same by way of summary
reports.
Third: Review the concerns of the water industry and water users in
Butte County.
Fourth: Define problems relating to water issues and recommend
solutions to the Water Commission.
Fifth: Create and maintain a library of water documents which shall
be available to the public.
Sixth: Provide advice to the Water Commission on water matters and
to provide technical expertise to assist in the development of water
policies.
Organization: The Technical Advisory Committee shall consist of
seven members. Technical Advisory Committee members shall be
nominated by the Water Commission and appointed by the Board of
Supervisors, with each having substantial technical expertise in water
management, hydrology or a related field.
Meeting The Technical Advisory Committee shall meet as
necessary or as determined by a majority vote of the Water Commission.
Issues of concern to the Water Commission should be referred to the
Technical Advisory Committee by a majority vote of the Water
Commission.
The Technical Advisory Committee shall then provide
recommendations and summary reports to the Water Commission in a timely
manner.
General: This Resolution clarifies the duties of the Technical
Advisory Committee to the Water Commission as described in Butte County
Ordinance No. 3303-A, as amended by 3329, and also known as Measure G.
