HomeMy WebLinkAbout97-134RESOLUTIt)NAPPROVING FOLICYt1F PURCHASING L:S'EI) VEHIC'LE.S" FROM OTHER GO[~ERNMENTAL AGENCIE.S~ WHEREAS, there are other governmental agency jurisdictions who have programs in place whereby they buy the vehicles new, equip them with standard safety equipment (light bars, sirens, gun holders, security screens, etc.) and only keep them in service for one year; and WHEREAS, it has been determined these governmental agencies sell the vehicles themselves to other units of government or to wholesalers and experience a greater amount in return than if they were taken as trade-in on new equipment; and WHEREAS, there are times when Butte bounty departments have the opportunity to acquire used vehicles (patrol cars, un-marked cars, pick-up trucks, and 4-wheel drive} from other governmental agencies that are fully equipped to be placed into services at a substantially reduced cost; and WHEREAS, there is a need to have a purchasing policy in place so that Butte County departments can take advantage of significant savings in the acquisition of used government vehicles when the opportunity presents itself. NOW, THEREFORE, BE IT RESOLVED that the following policy for the purchase of used vehicles from other government agencies is approved: 1. Any vehicle purchased pursuant to this policy must first be included in the adopted budget of Butte County with sufficient funds to cover the purchase, sales tax, delivery cost, and licensing. 2. Before any used vehicle is purchased, it shall be first be inspected by an authorized representative of a department to determine overall physical condition and damage, if any, and for the purpose of reviewing maintenance records of the vehicle. 3. Prior to making any commitment on the purchase of any used vehicle, the department head of designated representative shall first obtain approval from the purchasing agent or his deputy. 4. Delivery of vehicles acquired under this policy shall be by commercial carrier unless the department can demonstrate a less e~:pensive method of delivery.
