Find that the project is a General Rule Exemption under the California Environmental Quality Act per Section 15061. A Notice of Exemption was filed with the County Clerk on September 16, 1997. Section 2. -General Findings and/or Conditions: A. The subject territory includes approximately 1068 acres of private property and is assigned the following distinctive short term designation: 97-31 - Dissolution of C.S.A. No. 84 (Canyon Park Estates Sewer District). B. The reasons for the dissolution of County Service Area No. 84 and the co- terminus Sphere of Influence are: 1. The county service area was formed to provide sewer maintenance to Canyon Park Estates Subdivision which was subsequently rescinded by the Board of Supervisors; and 2. The corporate powers of the county service area have not been used and there is a reasonable probability that they will not be used in the future; and 3. Services or facilities of substantial benefit have not been provided to the residents or landowners of the county service area. C. On December 23 , 1997, at 10:00 a.m., a public hearing will be held on the dissolution of County Service Area No. 84 {Canyon Park Estates Sewer District). D. The dissolution of County Service Area No. 84 shall be dissolved without an election, pursuant to Government Cade Section 57083. E. The boundaries of the territory proposed to be dissolved, are described in Exhibit "A" attached hereto and made a part hereof by this reference. F. The Clerk of the Board is authorized and directed to file a certified copy of this Resolution with the Executive Officer of the Butte County Local Agency Formation Commission.
