HomeMy WebLinkAbout98-055.a, ti ~~ -;.~ . c r ~ ~ ~ ~ x _ ~ ~, t~4 e v i ~ ~w `~ ~ x ~, ~. ., ~ ,~ tt+~i t 4.~ .f r f`E~ Y~ ~~ v;X ~a .` °r _ qt?t _ 7 ~ ,.'8~# ~ . ~~ !~hfs:~~~t''• '~~+ ~l~'SOIUflOt1 N0. 98-55 A RESOLUTION APPROVING AN APPLICATION AND CONTRACT EXECUTION FOR FUNDING FROM THE OVER-TILE-COUNTER PROGRAM OF THE STATE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM, AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT WITH THE STATE OF CALIFORNIA FOR PURPOSES OF THIS GRANT, AND AUTHORIZING THE EXECUTION OF A SUBRECIPIENT AGREEMENT BE IT RESOLVED by the Butte County Board of Supervisors as follows: SECTION 1: The Board of Supervisors has reviewed and hereby approves an application for up to $500,000.00 in State CDBG Over-The-Counter Funds to be utilized to provide on-site sewage pre-treatment for Stapleton-Spence Packing Co. to be located in the former Quaker Oats facility. Up to 7.5% of approved grant funds will be used to cover administration costs. SECTION 2: The Board of Supervisors has reviewed the citizen participation plan for compliance with federal statute and has determined that this plan was followed for the development of this application. SECTION 3: The County Administrator or his designee are hereby authorized and directed to act on the County's behalf in all matters pertaining to this application, including entering into and signing the grant agreement and any subsequent amendments with the State of California for the purposes of this grant and may enter into a 5ubrecipient Agreement with Tri-County Economic Development Corporation ("TCEDC") that will allow TCEDC to operate as the County of Butte's subrecipient as a qualifying non-profit entity under Section 105 (a)(15) of Title 1 of the Housing and Community Act of 1.974, As Amended. SECTION 4: The Board of Supervisors finds that the proposed project meets an important community development objective for the County through the creation of jobs within the County of Butte, which is particularly important as part of meeting the County's Welfare reform goals.
