HomeMy WebLinkAbout98-096Y ~ ~ ~~ i ~ /arty ~~~ ~ ~~~~~~ ~~x ~4 ! y` e ,~~~~:~ ~ ~~~ ~'x ~~~~r '~i~~4-i'~./i~ y .ctr. r, g'a'y," ~'i s' Ir Rc~solufion No. ~8-~6 RESOLUTION ESTABLISHING APPROPRIATIONS I,IMLI FOR SPECIAL DISTRICTS UNDER CONTROL OF THIS BUTTE COi1NTY BOARD OF SUPERVISORS FOR FISCAL, YEAR 1998-1999 AS REQUIRED BY SECTION 7910, DIV[SION 9 OF THE CALIFORNIA GOVERNMENT CODE WHEREAS, Article XIII-B of the California Constitution provides that local governments must establish annual appropriation limits pursuant to said Article, arid; WHEREAS, Section 7910, Division 9, of the Government Code, provides that the governing body of each local jurisdiction shall, by resolution, establish its appropriations limit for the followint, year at a regularly scheduled meeting, and; WHEREAS, the Auditor-Controller has calculated the appropriations limits t-or the applicable special districts to be the amounts shown on attachment Afor- I=~sca1 year 1998-1999. NOS', THEREFORE, BE IT RESOLVED that the appropriations limits for special districts under control of the Board of Supervisors of Butte County are established to be the amounts shown on Attachment A for fiscal year 1998-1999, and; FURTHER, that said appropriations limit, and the determitration thereof are in compliance with Article XIII-B of the California Constitution. ATTACHMENT A COUNTY OF BUTTE SPECIAL DISTRICTS UNDER CONTROL OF THE BOARD OF SUPERVISORS 1998-1999 APPROPRIATIONS LIMIT CALCULATION The 1998-99 Appropriation Limits for the following special districts was computed by factoring the 1997-98 limit, modified pursuant to the changes in Article XIII B made by proposition 111, by the estimated increases in the California per capita personal income and population as presented to Butte County by the State Department of Finance (Attachment I). Price Factor: Article XIIIB specifies that local. jurisdictions select their cast of living factor to compute their appropriation limit by a vote of the governing body. Local jurisdictions may select either the percentage change in California per capita personal income or the percentage change in the local assessment roll due to the addition of local non-residential new construction. Since the percentage change in the assessment rolls due to new construction is not available, we have used the CPCPI far this calculation. The percentage change to be used in setting the 1997-1998 limit as provided Department of Finance is in population within the incorporated area of Butte County California per capita personal income: 4.15 B. Population Percentage Change: The attached city and county population percentage changes were prepared pursuant to Section 2227 of the Revenue and Taxation Code and are calculated as of January 1. Change in population within the incorporated area of Butte County 4.03% Change in countywide population 2.07% (The population factor was calculated using the most favorable alternative available under Section 2228 of the Revenue & Taxation Code.)
