RESOLUTION REQUESTING NON-FEDERAL SPONSORSHIP
BY THE RECLAMATION BOARD FOR A
FLOOD CONTROL PROJECT IN
THE ROCK CI2EEKIKEEFER SLOUGH WATERSHEDS
WHEREAS, the County of Butte has suffered extensive flood damages in the
Rock Creek/Keefer Slough area over the past five years and four Presidential declarations
of disaster have been declared in this time period; and
WHEREAS, the topography of the watershed promotes flash flooding with 3,500
feet of fall in the upper 15 miles of the watershed and only 280 feet of fall in the last 15
miles; and
WHEREAS, commerce has been threatened due to the repeated closures of both
Highway 99 and Highway 32 and access to the Chica Municipal Airport has been
compromised; and
WHEREAS, the residents of the valley and agricultural interests have suffered a
minimum of S 10,000,000 in damages to infrastn~cture, residences, other structures and
crops in each of the declared events; and
WHEREAS, Federal Emergency Management Agency (FEMA) Flood Insurance
Rate Maps (FIRM) effective September 29, 1989 were adopted by the Board of
Supervisors and subsequent construction was allowed based on FIRM compliance outside
the designated flood plains and those areas were subsequently flooded at least four times;
and
WHEREAS, local solutions to this problem have been developed and the U.S.
Army Corps of Engineers is engaged in a Section 205 Reconnaissance Investigation to
demonstrate Federal interest.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors, that a
flood control project is necessary in this area to protect the health safety and welfare of
the residents of Butte County and in order to expedite a mitigation of the flooding
problem:
1. Support the U.S. Army Corps of Engineers Section 205 Study.
2. Request financial support from the Reclamation Board.
3. Request that the Reclamation Board transmit the Rock CreeklKeefer Slough
Flood Control Project, as a priority project, to the California Water
Commission.
PASSED AND ADOPTED BY THE Butte County Board of Supervisors, State
of California this 1st day of December 199$ by the following vote:
AYES: Supervisors Beeler, Dolan, Houx, ,Josiassen, and Chair Davis
NOES: Norse
