HomeMy WebLinkAbout99-041RESOLUTION SUPPORTING THE CALIFORNIA WATER COMMISSION'S REQUEST FOR A SECTION 205 RECONAISSANCE INVESTIGATION OF THE NUISANCE FLOODING IN THE 3B's AREA OF THE SACRAMENTO RIVER WHEREAS, the Butte County Board of Supervisors has demonstrated a willingness to participate in requesting non-federal sponsorship by the Reclamation Board for many flood control projects in the County of Butte; and WHEREAS, the California Water Commission voted to support an U.S. Army Corps of Engineers Reconnaissance Investigation of the 3B's Nuisance Flooding on March 5, 1999; and WHEREAS, property owners in the Butte Sink and along the Angel Slough, the Western Canal District, the Butte County Rice Growers t~ssociation, the State Department of Transportation, and the County of Glenn, have indicated their support for the flood control project including, technical expertise, property use and access, in-kind support, as well as financial support; and WHEREAS, the residents of the area and agricultural interests have suffered extensive damages to infrastructure, residences, other structures and crops over the past fifteen years; and WHEREAS, Highway 162, Ord berry Road, and numerous roads in both Butte and Glenn Counties, have suffered lengthy closures and extensive repetitive damages over the past fifteen years; and WHEREAS, potential solutions to this widespread problem are available through U.S. Army Corps of Engineers programs and there is enough justification to support a Federal interest in the solution to this problem. NOW, THEREFORE BE IT RESOLVED by the Board of Supervisors, that a flood control project is necessary in this area to protect the health, safety and welfare of the residents of Butte County and in order to expedite a mitigation of the nuisance flooding problem. I. Support the California Water Commissions request for funding of an U.S. Army Corps of Engineers Reconnaissance Investigation to develop a federal interest in finding a solution to this problem. 2. Request the California Water Commission to request this as a priority project. 3. State the County of Butte's willingness to support this project with technical expertise, in-kind services, and financial participation.
