RESOLUTION DESIGNATING THE
NORTHERN RURAL TRAINING AND EMPLOYMENT CONSORTIUM
AS THE WORKFORCF, INVESTMENT AREA
THE ADMINISTRATIVE ENTITY AND GRANT RECIPIENT
UNDER THE WORKFORCE INVESTMENT ACT OF 1998
WHEREAS, Butte County is currently a Service Delivery Area under the Job Training
Partnership Act of 19&2 as amended (JTPA); and
WHEREAS, the Workforce Investment Act (WIA) of 1998 replaces the JTPA; and
WHEREAS, the State of California is now requiring counties to apply far designation as a
Workforce Investment Area under the WIA; and
WHEREAS, the WIA reduced allowable administrative costs to ten percent (10°l0} of available
funds, approximately half the allowable JTPA administrative percentage; and
WHEREAS the WIA requires housing the Workforce Investment Board functions and the One-
Stop operational functions in separate organizations, thereby increasing administrative overhead and
prohibiting the current JTPA PICs ability to conduct both functions under one staff as it does now; and
WHEREAS the Private Industry Council wishes to continue to be the oversight and policy body
of the local workforce development program in Butte County; and
WHEREAS, neighboring Del Norte, Lassen, Modoc, Plumas, Siskiyou, Tehama, and 'I~rinity
Counties have established a joint administrative organization known as the Northern Rural Training and
Employment Consortium (NoRTEC) and meets all WIA grant recipient and administrative
organization requirements; and
WHEREAS, NoRTEC k~as an outstanding fifteen year track record of delivering cost effective,
high quality administrative services to its member counties and Qne-Stop Career Center system; and
WHEREAS. NoRTEC has invited Butte County to join their consortium as an equal member;
and
WHEREAS, joining NoRTEC will save substantial administrative overhead costs by
combining systems, thus freeing up funds for additional customer services in Butte County; and
WHEREAS, the Butte County Private Industry Council whose budget is directly affected by the
aforementioned change, has voted to recommend that Butte County join NoftTEC; and
WHEREAS, the proposed eight county NoRTEC area meets all criteria for designation as a
Workforce Investment Area under Section l 16(a)(3) of the WIA.
ivOW, THEREFORE, BE IT RESOLVED that:
I. Butte, Del Norte, Lassen, Modoc, Plumas, Siskiyou. "Tehama, and Trinity Counties in
declaring its intention to apply for designation as a Workforce investment Area under the WIA
by the Governor of the State of California;
2. The Governing Board of NoRTEC', comprised of one supervisor from each member County
Board, function as the Local Elected Official (LEO) for purposes of implementing any WIA-
related requirements;
3. The NoRTEC Governing Board shall appoint the local Workforce Investment Board (WIB}
as required by the WIA and the State of California;
4. Prior to appointment and State certification of the WIB, the current NoRTEC Private
Industry Council (PIC), plus three members appointed by the Butte County PIC, shall be
designated as the transitional WIB;
5. NoRTEC shall staff the transitional and State certified WIB;
6. "fhe Executive Director of NoRTEC is authorized to execute all WIA plans, rnoditications,
adjustments, grants, grant applications, subgrant agreements or any other WIA documents
required by the State of California or the United States Department of Labor, subject to
NoRTEC policies and procedures. ~i'he signature authority so granted is effective
until revoked by action of the Boards of Supervisors or by the Governing Board of NoRTEC.
PASSED AND ADOPTED, by the Butte County Board of Supervisors this 27`x' day of April
1999 by the following vote:
AYES: Supervisors Beeler, Houx, Josiassen, Davis and Chair Dolan
