Price Factor: Article XIII B specifies that local jurisdictions select their cost of living factor to compute their appropriation limit by a vote of the governing body. Local jurisdictions may select either the percentage change in California per capita personal income or the percentage change in the local assessment roll due to the addition of local non-residential new construction. Since the percentage change in the assessment rolls due to new construction is not available, we have used the CPCPI for this calculation. The percentage change to be used in setting up the 1999-2000 limit as provided by the Department of Finance is: California per capita personal income: 4.53% B.
