HomeMy WebLinkAbout99-084RESOLUTION ESTABLISHING APPROPRIATIONS LIMIT FOR SPECIAL DISTRICTS UNDER CONTROL OF THF, BUTTE COUNTY BOARD OF SUPERVISORS FOR FISCAL YEAR 1999-2000 AS REQUIRED BY SECTION 7910, DIVISION 9 OF THE CALIFORNIA GOVERNMENT CODE WHEREAS, Article XIII-B of the California Constitution provides that local governments must establish annual appropriation limits pursuant to said Article, and; WHEREAS, Section 7910, Division 9, of the Government Code, provides that the governing body of each local jurisdiction shall, by resolution, establish its appropriations limit far the following year at a regularly scheduled meeting, and; WHEREAS, the Auditor-Controller has calculated the appropriations limits for the applicable special districts to be the amounts shown on attachment A for fiscal near 1999-2000. NOW, THEREFORE, BE IT RESOLVED that the appropriations limits for special districts under control of the Board of Supervisors of Butte County are established to be the amounts shown on Attachment A for fiscal year 1999-2000, and; FURTHER, that said appropriations limit, and the determination thereof are in compliance with Article XIII-B of the California Constitution. ROUSER BUTTE COUNTY AUDITOR-CONTROLLER JUNE 1999 ATTACHMENT A COUNTY OF BUTTE SPECIAL DISTRICTS UNDER CONTROL OF THE BOARD OF SUPERVISORS 1999-2000 APPROPRIATIONS LIMIT CALCULATION The 1999-00 Appropriation Limits for the following special districts was computed by factoring the 199$-99 limit, modified pursuant to the changes in Article XIII B made by prapositian 111, by the estimated increases in the California per capita personal income and population as presented to Butte County by the State Department of Finance (Attachment I). Price Factor: Article XIIIB specifies that local jurisdictions select their cost of living factor to compute their appropriation limit by a vote of the governing body. Local jurisdictions may select either the percentage change in California per capita personal income or the percentage change in the local assessment roll due to the addition of local non-residential new construction. Since the percentage change in the assessment rolls due to new construction is not available, we have used the CPCPI for this calculation. The percentage change to be used in setting the 1999-2000 limit as provided Department of Finance is in population within. the incorporated area of Butte County California per capita personal income: 4.53 B. Population Percentage Change: The attached city and county population percentage changes were prepared pursuant to Section 2227 of the Revenue and Taxation Code and are calculated as of January 1.
