Resolution No. 99-86
A RESOLUTION REQUESTING THE ESTABLISHMENT OF A RE-REFINED
OIL USE AND PURCHASING POLICY IN ALL COUNTY VEHICLES AND
EQUIPMENT
WHEREAS, the County's interest is best served when the County can make
mare efficient use of natural resources by maximizing recycling, purchasing
recycled content products and preventing waste whenever passible; and
WHEREAS, the County is committed to the proper management of its Household
Hazardous Waste stream as defined in the Butte County Household Hazardous
Waste Element through cost effective waste prevention and recycling activities;
and
WHEREAS, the County desires to serve as a model in this regard for private and
other public institutions; and
WHEREAS, Re-refined lubricating oil has all of the required properties of virgin-
base oils while benefiting the environment by making the most of a non-
renewable resource, conserving national oil reserves, and lessening our
dependency on foreign oil; and
WHEREAS, the use of re-refined lubricating oil will not adversely affect the
proper function ar performance of County fleet vehicles and equipment and will
not void the engine warranties on any County fleet vehicles; and
WHEREAS, the State of California Public Contract Code requires that every local
agency, as defined in Section 17518 of the Government Code, shall purchase
lubricating oil from the seller whose oil product contains the greater percentage
of re-refined oil, if the availability, fitness, quality, and price of the re-refined oil
product is otherwise equal to, or better than virgin oil products; and
NOW, THEREFORE, BE IT RESOLVED THAT:
1. When purchasing lubricating ail, the County shall endeavor to purchase re-
refined oil whenever sufficient quantities are available and meet the County's
specifications.
2. Re-refined oil products purchased by the County must meet the same
standards as virgin-base oil, as set by the American Petroleum Institute (API}.
3. The County may purchase non-recycled oil if a sufficient supply of re-refined
oil is not available or if a manufacturer of a particular piece of machinery
specifically recommends that re-refined oil not be used.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 22nd
day of June, 1999 by the fallowing vote:
