HomeMy WebLinkAbout99-093 ~3 RESOLUTION FOR THE HERDER-FEINSTF,IN QUINCY LIBRARY GROUP FOREST RECOVERY ACT DRAFT ENVIRONMENTAL IMPACT STATEMENT WHEREAS, on October 21, 1998, the President of the United States signed into law, the Herger-Feinstein Quincy Library Group Forest Recovery Act which implements afive-year Pilot Project on the Lassen National Forest, Plumas National Forest and the Sierraville Ranger District of the Tahoe National Forest that are located in portions of Butte, Lassen, Nevada, Plumas, Sierra, Shasta, Tehama and Yuba Counties; and WHEREAS, the Forest Service shall complete an Environmental Impact Statement and adopt a Record of Decision within three hundred days of the President signing the Act into law; and WHEREAS, the Resource Management Activities to be conducted on an annual acreage basis under the Act arc::: • Construction of a strategic system of Defensible Fuel Profile Tones (DFPZs), on not less than 40,000 acres, but not more than 60,000 acres per year; • Utilization of the uneven-aged forest management prescription of group selection (and individual tree selection} to achieve a desired future forest condition of all aged. multistory, fire resilient f-orests on an average acreage of .57 percent of the pilot project area (approximately 9,300 acres per year); • Total acreage on wrhieh resource management activities are implemented shall not exceed 70,000 acres per year; • A program of~ riparian management, including wide protection zones and riparian restoration projects; and WHEREAS, all the resource management activities shall be implemented to the extent consistent with Federal laws; and WHEREAS. on June 11, 1999 the United States Forest Service released the Draft Environmental Impact Statement for the Herger-Feinstein Quincy Library Group Forest Recovery Act for aforty-five day public review and comment period; and WHEREAS, the United States Forest Service has analyzed five alternatives in the Draft Environmental Impact Statement and has identified Alternatives 2 and 4 as the preferred alternatives to implement the pilot project. NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors requests that the United States Forest Service: • Select, fund and implement Alternative 2, because it provides the most efficient balance between the environment and the economy and more closely reflects the intent of the Act; • Incorporate into Alternative 2 the written comments from the Quincy Library Group that will be filed with Mr. Dave Peters, Project Manager for the Environmental Impact Statement, on Monday, July 26, 1999; • Develop, fund and implement an annual strategic plan of action through Alternative 2 that provides for the maximum acres to be treated under the Act while meeting all Federal laws, and distribute the plan equitably between the forests and counties involved; • Develop, fund and implement a monitoring program that measures and evaluates the annual and long term affects of the pilot project on the forest environment and communities; • Coordinate the design, location, schedule and construction of DFPIs around communities with the appropriate county fire district, county fire safe council, California Department of Forestry and Fire Protection and the citizens and property owners of the involved community; • Coordinate the location, schedule and construction of DFPZs with adjoining private property owners that are interested in performing comparable fuel reduction projects on their own property in order to maximize the intended fire protection benefits on the environment; and • Coordinate the riparian restoration projects with local watershed councils and/or resource conservation districts.
