COUNTY OF BUTTE, STATE OF CALIFORNIA
PROCLAMATION OF EXISTENCE OF A LOCAL EMERGENCY
(by Director of Emergency Services)
WHEREAS, Section 8-5 of the Butte County Code empowers the Director of Emergency
Services of the County of Butte to proclaim the existence or threatened existence of a local
emergency when said County is affected or likely to be affected by a local emergency and the
Board of Supervisors is not in session; and
WHEREAS, the Director of Emergency Services of the County of Butte does hereby find:
That conditions of extreme peril to the safety of persons and property have arisen within
said County in that commencing late August 22 ar,~~ Parly August 23, 1999 lightning strikes
initiated over 47 separate, widespread fires which has resulted in the evacuation of populations in
the communities of Forest Ranch and Cohasset. The Red Cross has opened shelters to
accommodate displaced individuals. These fires have caused and it is anticipated will continue
to cause wholesale destruction of local watersheds including Butte Creek, Big Chico Creek and
Little Chico Creek. It is further anticipated that this destruction will require extensive
rehabilitation to protect the salmon fisheries.
That the aforesaid conditions of extreme peril warrant and necessitate the proclamation of
the existence of a local emergency;
NOW THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now exists
throughout said County; and
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said
local emergency the powers, functions and duties of the emergency organization of this County
shall be those prescribed by state law, by charter, ordinances, and resolutions of this County, and
by the Couply of Butte Emergency Plan, as approved by the Board of Supervisors on August 10,
1999. ,-
