PROCLAMATION REQUESTING GOVERNOR
TO
PROCLAIM A STATE OF EMERGENCY
WHEREAS, ON August 24, 1999 the Board of Supervisors of the County of Butte found
that due to conditions of extreme peril to the safety of persons and property that have arisen
within said County in that commencing late August 22 and early August 23, 1999 lightening
strikes initiated over 47 separate, widespread fires which has resulted in the evacuation of
populations in the communities of Forest Ranch and Cohasset. The Red Cross has opened
shelters to accommodate displaced individuals. These fires have caused and it is anticipated will
continue to cause wholesale destruction of local watersheds including Butte Creek, Big Chico
Creek and Little Chico Creek. It is further anticipated that this destruction will require extensive
rehabilitation to protect the salmon fisheries; and
WHEREAS, in accordance with State law the Board of Supervisors proclaimed an
emergency did exist throughout said County; and
WHEREAS, it has now been found that local resources are unable to cope with the
effects of said emergency;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND ORDERED that a
copy of this proclamation be forwarded to the Governor of California with the request that he
proclaim the County of Butte to be in a state of emergency; and

IT IS FURTHER ORDERED that J. Michael Madden, Emergency Services Officer of
the County of Butte, is hereby designated as the authorized representative of the County of Butte
for the purpose of receipt, processing, and coordination of all inquiries and requirements
necessary to obtain available State and Federal assistance.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 24t" day of
August, 1999 by the following vote:
AYES: Supervisors Dolan, Houx, Davis, Josiassen, and Beeler
NOES: None
NOT PRESENT: None
NOT VOTING: None
