HomeMy WebLinkAbout99-122S~JPERV1~t~RS ,J.TTE,~ STATE OF ,CALIFORNIA obi ~'ti,~l ttf 1~~ ti '~ i~ 99-122 RESOLUTION AUTHORIZING TRANSFER OF REALIGNMENT REVENUE AS CONTAINED IN FISCAL YEAR 1999-OU PROPOSED BUDGET WHEREAS, the State Legislature enacted Assembly Bill 1491 in Fiscal Year 1991-92 to give counties a source of funding to provide public health, mental health, and social services programs for which responsibility was transferred to counties through the realignment of programs; and WHEREAS, realignment provided ilehibility to counties to address local conditions within Section 17600?0(a) of Assembly Bill 1491 which states: "Any county or city may reallocate money among accounts in the local health and welfare fund, not to exceed 10% of the amount deposited in the account from which the funds are reallocated for that fiscal year;" and WHEREAS, the Butte County Fiscal Year 1999-00 Proposed Budget contaitls estimated revenues to support programs and maintenance of effort levels as identified by the Behavioral Health Department and Department of Social Welfare; and WHEREAS, revenues to support public assistance programs include a $600,000 transfer from the Mental Health Trust Fund to the Social Services Trust Fund which represents an estimated 9% of the total Mental health Realignment revenue expected to be received in Fiscal Year 1999-00, which is within the 10% transfer limit. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors authorize the transfer of $600,000 from the Mental Health Trust Fund to the Social Services Trust Fund for FY 1999-00 and make the finding that the transfer of Realignment revenues is based on the most cost-effective use of available revenues to maximize client outcomes.
