CONSENT AGENDA 3.01 Agreement with the California Department of Health Care Services for Drug Misuse Prevention Services - The California Department of Health Care Services (DHCS) is proposing to provide funding to the Behavioral Health Department to implement the Strategic Prevention Framework (SPF) Partnerships for Success (PFS) project. The overall goal of the SPF PFS project is to provide a comprehensive evidence-based approach to provide education and prevent prescription drug misuse and abuse among persons aged 12 to 25. Approval is requested to enter into a revenue agreement with DHCS for the SPF PFS project. The term of this agreement is January 1, 2017 through June 30, 2020.The revenue under this multi-year agreement shall not exceed$300,000, broken down as follows: $100,000 for fiscal year (FY) 2017-18; $100,000 for FY 2018-19; and $100,000 for FY 2019-20 — action requested — 1) APPROVE AGREEMENT AND AUTHORIZE THE DIRECTOR OF BEHAVIORAL HEALTH AND THE CHAIR TO SIGN; 2) ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN;AND 3)APPROVE BUDGET ADJUSTMENT(4/5 VOTE REQUIRED). (Behavioral Health) 3.02 Agreement with Youth for Change for Crisis Counseling Assistance and Training Program - On October 10, 2017, the State of California received a Presidential Disaster Declaration due to the wildfires that occurred in California. On January 9, 2018,the Board approved a grant agreement with the Department of Health Care Services(DHCS)which funds the Crisis Counseling Assistance and Training Program (CCP) for Butte County. DHCS has authorized the Behavioral Health Department to contract with a community partner to provide these services. Approval is requested for an agreement with Youth for Change(YFC)for CCP. Under this agreement,YFC will provide staff to operate this program. Due to the immediate need for these services and the limited time frame for securing this funding through FEMA, the department partnered with this local provider who was able to provide the level of services required by the department. The term of this agreement is October 12, 2017 through June 30, 2018, with the maximum financial obligation of $271,656.41 — action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Behavioral Health) Page 1 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA-FEBRUARY 27,2018 3.03 Agreement Amendment with Spectrum Accountable Care Company - Spectrum Accountable Care Company (Spectrum) is a recruiting agency that provides medical and mental health practitioners including nurses and therapists for placement at hospitals and clinics on a short- term basis. Due to the shortage and frequent turnover of these clinical positions,the department utilizes recruiting agencies on an as-needed basis. Approval is requested to amend the agreement with Spectrum for the provision of additional clinical services.The financial obligation under this agreement shall not exceed $48,950 (this is an increase of$24,000), with no change in rates. The term of the agreement will remain July 1, 2017 through June 30, 2019 — action requested - APPROVE AGREEMENT AMENDMENT AND AUTHORIZE THE CHAIR TO SIGN. (Behavioral Health) 3.04 Approval of Mental Health Services Act Innovation Project for Butte County-In November 2004, California voters passed Proposition 63 creating the Mental Health Services Act(MHSA).The act created an additional one percent tax on California residents with annual income exceeding $1 million. The revenue is distributed to counties to accomplish an enhanced system of care for mental health services. One component of the MHSA is innovation projects. The Mental Health Services Oversight Accountability Commission (MHSOAC) controls funding approval for all innovation projects. Innovation projects must introduce a mental health practice or approach that is new to the overall mental health system. In Butte County,a 30-day public comment period was initiated on November 1, 2017 and concluded on December 1, 2017. Community meetings were held in Oroville, Gridley, Chico, and Paradise. Public comment was captured through these meetings, emails, and through an electronic survey, in order to incorporate community participation and feedback for the proposed projects, and to solicit new ideas based on community need. On November 15, 2017, the Behavioral Health Board recommended the current innovation project proposal, Physician Committed Program, to be sent to the Board of Supervisors for approval as required by the MHSOAC. The Physician Committed Program is designed to transform the healthcare setting that traditionally focuses on physical health into a comprehensive healthcare setting that includes mental and emotional health. The program will be staffed by County employees who will partner with local physicians to standardize the processes and protocol used for screening adolescents for mental health and substance use issues. It is estimated that the total cost of the project will be$767,900 over a three-year period — action requested - APPROVE THE PROPOSED INNOVATION PROJECT ALLOWING IT TO BE REVIEWED AND APPROVED BY THE MENTAL HEALTH SERVICES OVERSIGHT ACCOUNTABILITY COMMISSION. (Behavioral Health) 3.05 Agreement with Tre'Creative, LLC -Tre'Creative, LLC is a local company that has been providing photography and video services since 2011. These services include providing photo/video production for the Behavioral Health Department's prevention program to decrease Youth alcohol and drug use. Approval is requested for an agreement with Tre'Creative, LLC to provide a photo shoot for "Athlete Committed" and video production for "Committed in Action", "Merchant Committed", "Athlete Committed", and "Opioid Prevention". These services are in support of the department's prevention program. The term of this agreement will be upon execution through June 30, 2018.The maximum financial obligation under this agreement shall not exceed $38,425—action requested -APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Behavioral Health) 3.06 Agreement with Youth With A Mission-Springs of Living Water-High School Reach for the Future Conference - Youth With A Mission - Springs of Living Water is a conference grounds in Richardson Springs. It provides accommodations and meals for conference participants. Approval is requested to enter into an agreement with Youth With A Mission - Springs of Living Water to provide accommodations and meals for high school students attending the High School Page 2 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA—FEBRUARY 27,2018 Reach for the Future Conference. The term of the agreement will be March 7, 2018 through March 10, 2018. The maximum financial obligation under this agreement shall not exceed $41,500 — action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Behavioral Health) 3.07 Agreement with Youth With A Mission-Springs of Living Water-Junior High Reach for the Future Conference - Youth With A Mission - Springs of Living Water is a conference grounds in Richardson Springs. It provides accommodations and meals for conference participants. Approval is requested to enter into an agreement with Youth With A Mission - Springs of Living Water to provide accommodations and meals for junior high school students attending the Junior High School Reach for the Future Conference.The term of the agreement will be February 28, 2018 through March 3, 2018. The maximum financial obligation under this agreement shall not exceed $41,500—action requested -APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Behavioral Health) 3.08 Resolution Recognizing the Disaster Recovery Operations Center Team - On February 16, 2018, Senator Nielsen recognized emergency responders and government agencies throughout the state of California for their roles in helping constituents affected by the 2017 fires. A significant component of Butte County's efforts was the County's Disaster Recovery Operations Center team, consisting of employees from the following departments and agencies: Public Health, Development Services, Public Works, Fire, Assessor, Treasurer/Tax-Collector, County Administration, CalOES, and FEMA. The Board of Supervisors will present their own resolution recognizing the departments and agencies who have worked over the past seven months, and continue to work, assisting our residents as they recover from the multiple fires experienced in Butte County in 2017—action requested -ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) 3.09 Agreement with Equifax for Credit Reporting Services - Approval is requested to enter into an agreement with Equifax for the provision of credit report services on behalf of foster youth and non-dependent minors. The agreement enables County staff to request credit reports, free of charge,for foster youth and non-dependent minors aged 16 and 17, and to provide assistance in interpreting their credit reports and clearing any inaccuracies. The term of the agreement is three years from the date of execution — action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Employment and Social Services) 3.10 Agreement with Trans Union for Credit Reporting Services -Approval is requested to enter into an agreement with Trans Union for the provision of credit report services on behalf of foster youth and non-dependent minors.The agreement enables County staff to request credit reports, free of charge, for foster youth and non-dependent minors aged 16 and 17, and provide assistance in interpreting their credit reports and clearing any inaccuracies. The term of the agreement is three years from the date of execution—action requested-APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Employment and Social Services) 3.11 Budget Adjustment for Water Damage at 2445 Carmichael in Chico-Under the terms of the lease for 2445 Carmichael, in Chico, the Butte County Department of Employment and Social Services (DESS) is responsible for interior plumbing maintenance.A main water heater failed and flooded a portion of the interior. The County handled the remediation of the water damaged interior components and replaced the water heater immediately and, now, the final repairs are taking place. Staff requests the Board approve a $20,000 budget adjustment to fund the repairs — action requested -APPROVE BUDGET ADJUSTMENT(4/5 VOTE REQUIRED). (General Services) Page 3 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA-FEBRUARY 27,2018 3.12 Contract Amendment with PACE Engineering, Inc. for Construction Management During the Fair Electrical Infrastructure Project-The State awarded the Butte County Fair Association $442,860 for deferred maintenance which will upgrade the electrical infrastructure at the fair grounds. At the request of the Butte County Fair Association, General Services is managing the project. The project includes the repair of outdated electrical components throughout the fair grounds and facilities. Under a$22,000 contract with the County, PACE Engineering, Inc. of Redding prepared the electrical design. Now, staff is requesting the Board execute a $10,000 amendment to the contract with PACE Engineering, Inc. to assist the County in ensuring that the construction work meets plans and specifications. State funding will cover the cost of the PACE Engineering, Inc. contract and no additional appropriations are necessary — action requested - APPROVE CONTRACT AMENDMENT. (General Services) 3.13 Lease Agreements for 2167 and 2131 Montgomery Avenue in Oroville for Occupancy by Department of Behavioral Health - The Butte County Behavioral Health Department provides services at 2167 and 2131 Montgomery Avenue in Oroville under three leases all due to terminate February 28, 2018. Staff requests the Board approve three new leases with a new planned termination date of February 28, 2021. For the 3,980 square foot facility at 2167 Montgomery Avenue, Suite B, the current rate with common area maintenance charges is approximately $.937519 per square foot for a total monthly payment of approximately $3,646.95. For the 3,323 square foot facility at 2167 Montgomery Avenue, Suites C/D, the current rate with common area maintenance charges is approximately$.891279 per square foot for a total monthly payment of approximately$2,961.72. For the 984 square foot facility at 2131 Montgomery Avenue,the current rate with common area maintenance charges is approximately $.891279 per square foot for a total monthly payment of approximately$879.67. Currently, the blended rate for the three with common area maintenance charges is approximately $.914662 per square foot for a total monthly payment of approximately$7,488.34. Under the new leases, the rate for all three will increase to a monthly rate with common area maintenance charges to approximately$1.08 per square foot for a total monthly payment of$8,939.16 and will increase 2.5 percent annually to be consistent with commercial property lease terms in the current market. Funding is included in the budget and no additional appropriation is necessary—action requested -APPROVE LEASES (3)AND AUTHORIZE THE CHAIR TO SIGN. (General Services) 3.14 Resolution for Thermalito Water and Sewer District Quitclaim Deed - Evidence Storage Building and Morgue -On February 13, 2018, the Board accepted a Quitclaim Deed from the Thermalito Water and Sewer District(District)to eliminate future rights the District had over certain portions of the Oroville Government Campus that affected the Jail Project. Now,the District's existing and future rights for purposes related to the maintenance, repair, and operation of water related improvements over Assessor's Parcel Number 031-040-028 is affecting the funding for the Evidence Storage Building and Morgue facility project.Staff have worked with the District on this issue and the District has agreed to eliminate its rights via a Quitclaim Deed on this separate parcel. Staff requests the Board adopt a resolution accepting the Quitclaim Deed authorizing the General Services Director to execute any and all necessary documents including the Certificate of Acceptance. In the future, staff will work with the District to develop easements that are limited to the specific areas necessary for the District's projects on County property — action requested -ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (General Services) Page 4 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA-FEBRUARY 27,2018 3.15 Resolution to Amend the Salary Ordinance—The Department of Human Resources has prepared a resolution to amend the Salary Ordinance. The following are the sections of the Salary Ordinance to be amended: Human Resources: The Department of Human Resources requests to amend section 28 reference E of the Salary Ordinance entitled "Butte County Management and Supervisory Unit" to add the classification of Public Health Emergency Preparedness Coordinator.These changes have been agreed to by the Department of Human Resources and the applicable employee group. Behavioral Health:The Behavioral Health Department requests to delete one vacant flexibly staffed Accounting Specialist/Account Clerk, Senior/Account Clerk and add one Accountant, Senior/Accountant. The new Accountant position is needed to assist with accounting activities and the classification better matches the foundational responsibilities of the position. The department requests to add one sunset flexibly staffed Behavioral Health Education Specialist (position to end June 30, 2020)to the Prevention Program. This position is needed to assist with a new grant,which funds opioid addiction and outreach efforts. Behavioral Health also requests to add one sunset flexibly staffed Psychiatric Nurse/Staff Nurse/Psychiatric Technician (position to end June 30, 2019).This position will be added to the Substance Use Disorder Services Program for Medication Assisted Treatment (MAT) services and will be funded by a new grant. Additionally, the department requests to delete one vacant term flexibly staffed Administrative Analyst position,which is no longer needed. Lastly, the department requests to flexibly staff an Administrative Analyst position to enable more flexibility when hiring into that position.The overall changes and the increased salary and benefit costs are covered by the new grants and will increase the total allocations by one.There will be no impact on the County General Fund. Public Health: Concurrent with Human Resources' request, the Public Health Department requests to add one Public Health Emergency Preparedness Coordinator and delete one vacant flexibly staffed Administrative Analyst.The salary range for these positions is the same and there will be no additional fiscal impact.This change will better meet the current and future needs of the department.The total allocations will remain unchanged and there is no impact on the County General Fund—action requested—ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Human Resources) 3.16 Amendment to Joint Powers Agreement with Sierra-Sacramento Valley Emergency Medical Services Agency - The Emergency Medical Services System and the Prehospital Emergency Medical Care Personnel Act (California Health and Safety Code section 1797 et seq.) authorizes a county to designate a local emergency medical services agency (LEMSA) to perform particular functions that are required by the act. In January 2011, Butte County entered into a Joint Powers Agreement (JPA) with Sierra-Sacramento Valley Emergency Medical Services Agency (S-SVEMS) to serve as the LEMSA. At the time of joining the JPA, membership consisted of 10 counties, including Butte. Other counties included: Colusa, Nevada, Placer, Shasta, Siskiyou, Sutter, Tehama, Yolo and Yuba. In 2013, Yolo County left the JPA. In 2017, Glenn County approached S- SVEMS and requested membership in the JPA. On May 12, 2017,the JPA Board approved adding Glenn County to its service area on a contract basis with the understanding that a request would be made to all member counties to allow Glenn County to become a full member of the JPA Governing Board. Approval is requested of the Third Amendment and Restated Joint Exercise of Powers Agreement with S-SVEMS.This amendment approves the addition of Glenn County as a full member of the JPA. All other aspects of the agreement remain the same—action requested — 1) APPROVE CONTINUED PARTICIPATION IN THE SIERRA-SACRAMENTO VALLEY EMERGENCY Page 5 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA-FEBRUARY 27,2018 MEDICAL SERVICES JOINT POWERS AUTHORITY;AND 2)APPROVE THE THIRD AMEN DM ENT AND RESTATED JOINT EXERCISE OF POWERS AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Public Health) 3.17 Contract with Lamon Construction Company. Inc. for the East Gridley Road at Larkin Road Signalization Project -The Department of Public Works was granted authorization by the Board on December 12, 2017 to advertise for bids for the East Gridley Road at Larkin Road Signalization Project, County Project No. 533-2013-04, Federal Project Number HSIPL-5912(100).The project will provide a fully integrated traffic signal light system, left turn lanes for all four legs of the intersection, signalized pedestrian crossings, and street lighting. The project was advertised beginning January 3, 2018. Four bids were received and opened on January 25, 2018.The lowest bidder was Lamon Construction Company, Inc. of Yuba City. The low bid was $1,888,079.79, which is$20,563.80 (1.10 percent) above the engineer's estimate for the project of$1,867,516. The department reviewed the bid and other required documents submitted with the bid and determined Lamon Construction Company, Inc.'s bid is responsible and responsive to the bid request.This contractor has 75 working days from the date of the notice to proceed to complete the construction on this project—action requested—1)AWARD THE CONTRACT TO THE LOWEST RESPONSIBLE AND RESPONSIVE BIDDER; AND 2) AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO SIGN THE CONTRACT. (Public Works) 3.18 Resolution Authorizing Execution of Program Supplement Agreement with Caltrans - The Department of Public Works received the Program Supplement Agreement from Caltrans for the East Gridley Road and Larkin Road Signalization Project. This project will construct a new traffic signal at this location. Caltrans requires a separate resolution for each new project funded by State or federal funds to authorize the Director of Public Works to sign Program Supplement Agreements — action requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Public Works) 3.19 Public Auction Sale of Tax-Defaulted Properties - In accordance with Chapter 7 of Part 6 of Division 1 of the California Revenue and Taxation Code section 3698,the Treasurer-Tax Collector requests approval to sell at public auction via the Internet for the stated minimum price,the tax- defaulted properties which are subject to the power of sale. If approved, the Treasurer-Tax Collector plans to schedule the auction for June 15 through June 18, 2018 —action requested - APPROVE REQUEST TO SELL TAX-DEFAULTED PROPERTY. (Treasurer-Tax Collector) 3.20 Amendment to Grant Agreement with Department of Water Resources - The Sustainable Groundwater Management Act of 2014 requires the Department of Water Resources (DWR) to provide technical and financial assistance to local agencies for sustainable groundwater management. DWR offered grants through the Counties with Stressed Basins Grant Program to advance sustainable groundwater management. On June 28, 2016, the Board of Supervisors approved a grant agreement with DWR for the project entitled, "Evaluation of Restoration and Recharge Potential Within Groundwater Basins of Butte County."The project included preparing a map of areas conducive to groundwater recharge, evaluating opportunities to recharge portions of the basin, and evaluating the costs and benefits of utilizing surface water to irrigate orchards where it is available.The project was carried out by staff with the support of contracted professional services.The term of the grant ends on March 30, 2018. In order to finalize billing and reporting, the department requests the Board of Supervisors approve an amendment to extend the expiration of the grant agreement to June 30, 2018. The agreement amount of $249,272 is unchanged by the amendment. All other terms of the grant agreement remain in effect—action requested-APPROVE AGREEMENT AMENDMENT AND AUTHORIZE THE CHAIR TO SIGN. Appointment to the Butte County Technical Advisory Committee — The Water Commission recommends that the Board of Supervisors appoint Matt Meninga to the Butte County Technical Advisory Committee, Technical Advisor — California Water Service seat,with a term that is indefinite—action requested—APPOINT MATT MENINGA TO THE BUTTE COUNTY TECHNICAL ADVISORY COMMITTEE, TECHNICAL ADVISOR — CALIFORNIA WATER SERVICE SEAT, WITH A TERM THAT IS INDEFINITE. (Water and Resource Conservation) 2. Appointments to the Countywide Oversight Board for Redevelopment Wind Down Activities -When Redevelopment Agencies dissolved in 2012, Successor Agencies were formed to manage redevelopment projects currently underway, make payments on enforceable obligations, and dispose of redevelopment assets and properties.There are four Successor Agencies in Butte County; the Cities of Chico, Oroville, Gridley and the Town of Paradise. Each Successor Agency has its own Oversight Board.As of July 1, 2018, individual Oversight Boards to Successor Agencies will cease to exist and there will be one Countywide Oversight Board responsible for supervising the wind down activities of the four Successor Agencies in Butte County. The Countywide Oversight Board will be staffed by the Auditor-Controller in partnership with County Administration. The Board of Supervisors has two appointments to the Countywide Oversight Board: "One member may be appointed by the County Board of Supervisors" and "One member of the public may be appointed by the County Board of Supervisors." Additionally, one member each may be appointed by: the City Selection Committee, County Superintendent of Education or County Board of Education, Independent Special District Selection Committee, Chancellor of the California Community Colleges, and the recognized employee organization representing the largest number of successor agency employees. The Countywide Oversight Board members have a fiduciary responsibility to holders of enforceable obligations,as well as to the local agencies that would benefit from property tax distributions from the former redevelopment project areas. The Governor may appoint individuals to fill any member position that is vacant on July 15, 2018—action requested-MAKE TWO APPOINTMENTS TO THE COUNTYWIDE OVERSIGHT BOARD,ONE BEING A MEMBER OF THE PUBLIC. Board Member/Committee Reports and Board Member Comments (Pursuant to California State law,the Board is prohibited from taking action on any item not listed on the agenda) 4.03 Update of Budget, Legislative, and Other Current Issues by the Chief Administrative Officer A. Joint Letter - Butte, Nevada, and Yuba Counties - State Budget and Policy Requests Related to 2017 Fires-Butte, Nevada,and Yuba counties experienced fires in October 2017 that were ultimately consolidated into the Wind Complex, for emergency declaration purposes by the State of California.As fires become an almost year-round occurrence in parts of California, a number of counties are sending letters to the State regarding fire-related policy and fiscal legislative requests. Yuba County reached out to Butte and Nevada counties to request Page 7 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA-FEBRUARY 27,2018 submittal of a joint letter addressing our counties' needs as we continue recovering from the 2017 fires and prepare for future fires.The County Administration Department requests that the Board of Supervisors approve the submittal of a joint letter to the State — action requested-APPROVE LETTER AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) 4.04 Employment Contract — Director-Libraries/County Librarian - Approval of the employment contract with Melanie Lightbody, Director-Libraries/County Librarian, with the annual salary of $110,178.52, is requested.This contract does not provide for any change in salary. The contract does include an additional 40 hours of annual vacation leave.The term of the contract is August 12, 2018 through August 11, 2021 — action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) 4.05 Financial Report for the Second Quarter of FY 2017-18 - The Financial Report for the Second Quarter of FY 2017-18 provides an update on the national,state and local economy, summarizes the quarterly analysis of expenditures and revenues, includes an update on the FY 2018-19 budget outlook, an update on cash balances and reports on current pension and long-term debt obligations—action requested -ACCEPT FOR INFORMATION. (County Administration) 4.06 2017 Groundwater Status Report and Basin Management Objectives - Pursuant to Chapter 33 and Chapter 33A of the Butte County Code, the department is required to collect data on groundwater conditions, such as elevation and water quality, as well as land subsidence. The department is required to report to the Board of Supervisors each February on the status of groundwater conditions and the Basin Management Objectives (BMO) program. The 2017 Groundwater Status Report includes a summary of hydrologic conditions for the 2017 water year,which is October 2016 through September 2017, groundwater conditions, results from the water quality trend monitoring program, land subsidence data, and the 2018 BMO reports. The BMO documents for each of the 16 sub-inventory units (SIU) describe land and water use activities in the SIU,geology, current conditions, and the management objective as stated by SIU stakeholders. Spring and fall hydrographs for each BMO well show groundwater levels over time in comparison to their Alert Stage. The BMO Ordinance specifies the methodologies for BMOs, such as desirable groundwater conditions, and Alert Stages, such as conditions relative to historical lows. 2017 was classified as a wet water year in the Sacramento Valley with record high precipitation on the Northern Sierra 8-Station index. Groundwater levels came up significantly, especially in groundwater dependent areas where they had declined the most during the drought. Yet, there are still a number of wells near historical lows in some areas. Water quality results show no indication of saline intrusion into the basin. No inelastic land subsidence has been recorded in Butte County to date. The report was reviewed by the Technical Advisory Committee on January 10, 2018 and was presented to the Water Commission on February 7, 2018. Outdoor Festivals(Butte County Code Sections 12-25 through 12-33).The festival is proposed for one day, Saturday, April 21, 2018, from 11:30 a.m. to 8:00 p.m. The applicants anticipate to have a total of 1,000 people, which includes 200 volunteers. The festival is described as a family-oriented fundraiser for a public charter school featuring crafts and activities for children,a silent auction,and several performances with amplified sound, includingjazz,folk, country and world music. General Plan Conservation and Open Space Element Action Item COS-A6.2 provides direction for the creation of the Overlay Zone. The purpose of the Overlay Zone is to facilitate the protection and preservation of the scenic resource and the historical and ecological foundation of Butte Creek Canyon.This includes the survival of endangered wild salmon, steelhead, and other sensitive plants and animals such as the East Tehama Deer herd, preservation of historical sites and ecological preserves, and the optimum balance of recreation and residential use.The Butte Creek Canyon Overlay will apply a new overlay zone designation to the Zoning Map.
