CONSENT AGENDA 3.01 Acceptance of Donated Residential Property - Butte County Department of Behavioral Health (BCDBH) has been deeded a residential property on behalf of a local family trust.The property is located at 182 East 4th Avenue, Chico. BCDBH intends to complete a solicitation for a local organization to utilize the property to support those in the community. The organization will need to meet specific legal requirements and would partner with BCDBH in providing ongoing services to those utilizing the property in honor of the donation. BCDBH will return to the Board for authority to execute necessary documentation to properly utilize the organization identified within the solicitation process. Approval is requested to accept the donated property and to authorize the Butte County General Services Director to execute all necessary documentation including the Certificate of Acceptance - action requested - 1) ACCEPT CAPITAL ASSET DONATION; AND 2) AUTHORIZE BUTTE COUNTY GENERAL SERVICES DIRECTOR TO EXECUTE ALL NECESSARY DOCUMENTATION REGARDING THE DONATION, INCLUDING THE CERTIFICATE OF ACCEPTANCE. (Behavioral Health) 3.02 Resolution for the Continuation of Local Disaster Proclamation Due to the Cherokee and La Porte Fires-A local emergency presently exists in Butte County due to the Cherokee and La Porte Fires in accordance with the proclamation made by the Chief Administrative Officer on October 9, 2017, and reaffirmed and ratified by the Board of Supervisors on October 10, 2017. The local disaster proclamation enables the County to obtain State and federal dollars to help with the recovery. The local emergency resulting from conditions of the Cherokee and La Porte Fires is still in effect as cleanup of the hazardous debris has not yet been completed and a local health emergency is in effect. State law requires that the Board of Supervisors review the need for continuing the local emergency every 30 days. At this point,the final duration of the emergency has not yet been determined -action requested - 1) CONFIRM THE NEED FOR CONTINUING THE PROCLAMATION OF LOCAL CHEROKEE AND LA PORTE FIRE INCIDENT EMERGENCIES; AND 2) ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) Page 1 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA-APRIL 10,2018 3.03 Amendments to the Butte County Fair Association's By-Laws - Approval is requested for amendments to the Fair Association's by-laws.The amendments include: 1) Changing the Board of Director's annual meeting time from 7:00 pm to 6:00 pm and 2) Changing the month in which the Nominating Committee is appointed from November to September. The Butte County Fair Board reviewed and approved the amendments at their February 27, 2018 meeting - action requested -APPROVE BY-LAWS AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) 3.04 Contract with Christopher Allan Smith DBA RocketSpots.TV for Video and Audio Services Approval is requested for a contract with Christopher Allan Smith DBA RocketSpots.TV for recording and streaming Board meetings.The term of the contract will be April 1, 2018 through June 30, 2021, with a maximum payable amount of $45,000 - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) 3.05 Contract with JW Software, Inc. for a Risk Management Information System - Currently Risk Management manages claim data and insurance programs through various mediums such as paper folders,Access, Excel,and basic electronic file folders.These mediums do not support data analytics, business intelligence,or ability to provide meaningful loss reports without a significant amount of manual manipulation. In August 2017, the County issued a Request for Proposal for a Risk Management Information System to integrate all of the County's claims data and insurance programs including but not limited to general liability, workers' compensation, property, and medical malpractice into one system to provide efficiencies and data integrity. Following review and scoring by a panel consisting of staff from County Administration and Information Systems, JW Software, Inc.was selected.JW Software, Inc. provides solutions that significantly streamline workflows, automate routine tasks, and provide easy access to actionable data/analysis. Approval is requested for the purchase of the capital asset and a three-year contract with JW Software, Inc. from date of execution. Costs for the system comprised a one-time license and implementation fee of$59,100 for system software, software licenses for four concurrent full access users, custom interface development, data conversion, and system training. The annual maintenance and support fee for the first Year is prorated at $12,000 with subsequent Years at $18,000.The contract shall not exceed$107,100 over the three-year term.The project schedule anticipates the new system go-live date in the first quarter of fiscal Year (FY) 2018-19 - action requested - 1) APPROVE PURCHASE OF CAPITAL ASSET; AND 2) APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) 3.06 Resolution Recognizing Pleasant Valley High School Varsity Boys Basketball Team - Approval is requested for a resolution recognizing the Pleasant Valley High School Varsity Boys Basketball Team for their California Interscholastic Federation Division III State Championship - action requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (County Administration on Behalf of Supervisor Kirk) 3.07 Agreement with the National Council on Crime and Delinquency to Access SafeMeasures Reports SafeMeasures is a subscription data reporting service provided by the National Council on Crime and Delinquency (NCCD). The service provides extensive child welfare reports that are used for monitoring compliance with federal and state requirements, case practice, investigation performance, and outcome. Approval is requested to enter into an agreement with NCCD to access the SafeMeasures reporting service. The term of the agreement will be JuIY 1, 2018 through June 30, 2021. The maximum financial obligation under this agreement shall not exceed $127,575 ($42,525 for FY 2018-19; $42,525 for FY 2019-20; and $42,525 for FY 2020-21) -action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Employment and Social Services) Page 2 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA-APRIL 10,2018 3.08 Agreement with California State Automated Welfare System Consortium IV for Desktop Computer Refresh - California State Automated Welfare System Consortium IV (C-IV) is a joint powers authority comprised of 40 California counties. The C-IV was established in 2001 and is responsible for designing, developing, implementing, operating, and maintaining a fully integrated welfare management system for its member counties. Approval is requested to enter into an agreement with C-IV for the purchase of 177 replacement computer workstations. This purchase includes 168 software upgrade licenses and administrative charges for central support through FY 2019-20. The term of the agreement will begin upon the date of execution and will terminate three years from that date. The maximum financial obligation under this agreement shall not exceed $265,605 ($255,865 for FY 2017-18; $6,834 for FY 2018-19; and $2,906 for FY 2019-20) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Employment and Social Services) 3.09 Budget Adjustment for Carpet Replacement for the Department of Employment and Social Services - Over the past three years, the Department of Employment and Social Services has replaced badlyworn carpet in phases at 78Table Mountain Boulevard in Oroville.The Department now wishes to complete the last phase of the flooring with an estimated project cost of$30,000. Staff is requesting that the Board approve a $30,000 budget adjustment - action requested - APPROVE BUDGET ADJUSTMENT(4/5 VOTE REQUIRED). (General Services) 3.10 Resolution to Amend the Salary Ordinance -The Department of Human Resources has prepared a resolution to amend the Salary Ordinance for the Department of Public Works.The Department requests to delete one vacant Lead Road Maintenance Worker and add one flexibly staffed Road Maintenance Worker position. This change will better suit the needs of the Department. Total allocations to remain unchanged. There will be no impact on the County General Fund - action requested -ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Human Resources) 3.11 Budget Adjustment for CSA 90 Zones 2 and 3 - CSA 90 (Southgate Acres Drainage and Fire Protection District) provides storm water drainage and fire protection services.This CSA is located between Entler Avenue and Butte Creek, west of Highway 99, in the south Chico area. CSA 90 is approximately 338 acres in size and includes 62 parcels. CSA 90 has three zones of benefit: Zone 1 —storm water drainage; Zone 2 —fire protection and storm water drainage; and Zone 3 —fire protection and storm water drainage. The fire protection system associated with Zones 2 and 3 has been non-operational for a number of years. Annual assessments have been accumulating funds for system repairs. An engineering analysis provided potential steps necessary to bring the fire protection system back into proper operational status. Performing a pressure test of the existing piping system to determine if the system can still hold pressure will better inform which potential fixes are most appropriate or feasible.The Department of Public Works has developed a contract with MJ Shelton General Engineering, Inc. from Chico, in the amount of $14,985 to conduct the pressure test. CSA 90 fund balance from Zones 2 and 3 will be utilized to fund staff time, equipment rental, and to provide funds for the contracted costs in order to complete the pressure test-action requested -APPROVE BUDGET ADJUSTMENT(4/5 VOTE REQUIRED). (Public Works) 3.12 Surplus Vehicles for Auction - Prior to auctioning County vehicles that are no longer serviceable and no longer needed, the Butte County Contracts/Purchasing Policy requires the Board of Supervisors to declare such equipment surplus -action requested - DECLARE VEHICLES SURPLUS. (Public Works) Page 3 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA—APRIL 10,2018 3.13 Contract with Viatron Systems, Inc. for a Records Scanning Project - The Sheriff's Office is revamping the process of maintaining and destroying records kept by the Office. One of the steps in the updated process is to scan all criminal and coroner case files, and inmate booking files to an electronic format storage. The requested contract with Viatron Systems, Inc. is to scan three million pages or approximately 1,100 file boxes and 400 microfilm reels, and to convert documents to the Laserfiche platform. This contract will allow electronic access to most department records and greatly reduce the on-site storage of paper records.The contract is for a term of 14 months and includes: boxing, labeling, pick-up, transport, scanning, and storage of specific records. After successful scanning, Viatron Systems, Inc. will shred or return any files as directed by the Sheriff. The total cost of the project is$210,000 paid with Rural County Assistance Funds - action requested -APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (Sheriff- Coroner) 3.14 Resolution Recognizing April 2018 as Child Abuse Prevention Month — Butte County Child Abuse Prevention Council requests the Board of Supervisors adopt a resolution recognizing April 2018 as Child Abuse Prevention Month -action requested -ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Other- Butte County Child Abuse Prevention Council) 3.15 Resolution Recognizing April 2018 as Sexual Assault Awareness and Child Abuse Prevention Month,and April 25, 2018 as Denim Day in Butte County—Rape Crisis Intervention and Prevention requests the Board of Supervisors adopt a resolution recognizing April 2018 as Sexual Assault Awareness and Child Abuse Prevention Month, and April 25, 2018 as Denim Day in Butte County - action requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. Board Member/Committee Reports and Board Member Comments (Pursuant to California State law,the Board is prohibited from taking action on any item not listed on the agenda) 4.03 Update of Budget, Legislative, and Other Current Issues by the Chief Administrative Officer 4.04 Grader and Tractor Truck Lease-Purchase — The Department of Public Works received capital asset purchase approval in the FY 2017-18 Budget to purchase a new grader and tractor truck. The financing proposals submitted by three lenders were analyzed by County staff and presented to the Debt Advisory Committee (comprised of the Interim Chief Administrative Officer, Treasurer-Tax Collector, Auditor-Controller, and Budget Director), established pursuant to the County Debt Management Guidelines and Procedures (DMGP). The Debt Advisory Committee determined the subject financing complies with the requirements of the DMGP. Staff requests Board approval to proceed with the financing offered by U.S. Bank. The interest rate offered by U.S. Bank was the lowest presented and there are no loan fees.The lease agreement is for a term of five years at a fixed rate of 2.939 percent with annual payments of approximately $108,050 commencing April 1, 2019.The County will grant U.S. Bank a first priority security interest in the financed equipment-action requested -APPROVE THE PROPOSED FINANCING AND AUTHORIZE STAFF TO SIGN ALL RELATED DOCUMENTS. (County Administration) Page 4 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA-APRIL 10,2018 4.05 Appointment of Bill Bridgnell, LS, as the County Surveyor — The Department of Public Works recommends the Board of Supervisors adopt a resolution appointing Bill Bridgnell County Surveyor for a term of four Years. While the Surveyor has existed as a County Officer since the County Charter was established, the classification of County Surveyor is a new, at-will position created to allow the Board of Supervisors be the appointing authority for the County Surveyor in accordance with the County Charter and State laws.The Department has always had a California Land Surveyor performing the functions of the County Surveyor as required by law. The Department also recommends the Board of Supervisors adopt a resolution amending the Salary Ordinance to add the position and approve the employment agreement with Bill Bridgnell for the County Surveyor position. Bill Bridgnell has been employed by Butte County since December 2004, and became licensed as a California Land Surveyor in November 2005. In August 2007, Bill Bridgnell was assigned to the position of Deputy County Surveyor by the Department and has performed the duties of the County Surveyor position since that time. PUBLIC HEARINGS AND TIMED ITEMS 5.01 9:20 am - 2018 Update of Activities of the Sutter Butte Flood Control Agency - Each Year the Sutter Butte Flood Control Agency (SBFCA) staff provide an update to the Board on the agency's activities.This Year, SBFCA achieved significant progress on the project in a number of areas and completed the improvements within Butte County - action requested - ACCEPT FOR INFORMATION. (Public Works) 5.02 9:35 am -Application for Outdoor Festival License for From the Ground Up Farms, Inc. - From the Ground Up Farms, Inc. submitted an application for an Outdoor Festival License per Chapter 12, Article III. Outdoor Festivals (Butte County Code Sections 12-25 through 12-33). The festival is proposed for three days (Friday, Saturday and Sunday, June 29 through JuIY 1, 2018) from 4:00 p.m.to 12:00 a.m.each day.The applicants anticipate 300 to 500 people each day,which includes 75 volunteers. The festival site will be on four parcels (APN 058-350-001, 002, 003 and 058-230- 010),totaling approximately 77.5-acres.The parcels are located on the west side of Concow Road, directly across from Ishi Trail, at the Lake Concow Campground (12967 Concow Road, Concow). The festival will include music, beer and food concessions, art, culture, and healing. (Development Services) Page 5 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA-APRIL 10,2018 5.03 9:40 am - Status Report on the Implementation of the Butte County Regional Economic Development Strategy - Per the Board's request, staff is providing a status report of the implementation of the Butte County Regional Economic Development Strategy. The Economic Development Element of General Plan 2030 included Action Item ED.A1.1, which calls for the creation of a countywide Economic Development Strategy. On January 25, 2011, the Board of Supervisors approved the Butte County Regional Economic Development Strategy, which contained goals, initiatives, and action items to be attained during the period 2011-2013. The Board of Supervisors revised the Strategy on February 11, 2014 and again on August 8, 2017 extending the life of the Strategy through 2020 and adding additional action items to support the previously approved goals and initiatives. The approved action items support the following key initiatives: 1) Grow existing businesses; 2) Ensure Butte County is a competitive location for new investment; 3) Create a sustainable, business friendly reputation for the County, and 4) Improve the coordination of regional economic development resources and efforts - action requested -ACCEPT FOR INFORMATION.
