The department requests the Board to adopt a resolution approving the tax rates in the County of Butte for FY 2016-17 action requested ADOPT THE RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Auditor-Controller) 3.02County Service Area and Permanent Road Division Charges for FY 2016-17 - In accordance with Government Code section 25215.5, the Board of Supervisors must approve per parcel charges and adopt a resolution confirming County Service Area and Permanent Road Division per parcel charges in the County of Butte for fiscal year 2016-17 action requested ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Auditor-Controller) 3.03Agreement with California Housing Finance Agency - Participation Agreement - The California Housing Finance Agency (CalHFA), on behalf of jurisdictions throughout California, operates the Local Government Special Needs Housing Program (SNHP). SNHP allows local governments to use Mental Health Services Act (MHSA) funds with other local funds (collectively SNHP Funds) to provide financing for the development of permanent supportive rental housing that includes units for those with serious mental illness who are homeless or at risk of homelessness. The MHSA housing program, which is administered by the State Department of Health Care Services (DHCS) and CalHFA, expired on May 30, 2016. The County has financed Valley View Apartments as an MHSA housing project, and by entering into this agreement the County will continue to partner with CalHFA in the development of supportive housing for eligible individuals. Approval is requested to enter into a participation agreement with CalHFA for the coordination of any future funding that may be received by CalHFA on behalf of the County for SNHP projects action requested 1) APPROVE THE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN; AND, 2) AUTHORIZE THE BEHAVIORAL HEALTH DIRECTOR TO SIGN THE PARTICIPATION AGREEMENT AND ATTACHMENT A. (Behavioral Health) Page 1 BCBSAS13,2016 UTTE OUNTY OARD OF UPERVISORS GENDA EPTEMBER 3.04FY 2015-16 Year End Budget Adjustments - As part of the year-end process, each year an analysis is completed to identify necessary budget adjustments. The recommended budget adjustments include appropriation transfers between budget units and increases that are offset by unanticipated revenues or use of fund balance. The adjustments do not require the use of General Fund contingencies. The FY 2015-16 results will be presented in greater detail as part of the Fourth Quarter Financial Report action requested APPROVE BUDGET ADJUSTMENTS (4/5 VOTE REQUIRED). (County Administration) 3.05Contract with AECOM Technical Services Inc. for Groundwater Monitoring Services - Nitrate contamination in Chico Urban Area groundwater has been an ongoing concern for over 20 years. The Board of Supervisors adopted the Nitrate Compliance Plan on September 25, 2001, which includes the Oversight and Monitoring Program for properties within the Chico Urban Area that have not connected to public sewer. The Oversight and Monitoring Program provides for the continued monitoring of Chico groundwater to document the effectiveness of nitrate reduction efforts. Monitoring data from the Oversight and Monitoring Program is reported to the Regional Water Quality Control Board (RWQCB). County activities for Nitrate Compliance Plan implementation are funded by County Service Area 114. The County published a Request for Proposal for Groundwater Monitoring Services for the Chico Urban Area Nitrate Compliance Program on April 7, 2016, and received five qualified proposals. A committee comprised of staff from the Environmental Health Division and County Administration reviewed the proposals and interviewed two firms. AECOM Technical Services, Inc., was selected as the most qualified respondent. The contract is standardized for five years with an option for a five year extension in order to maintain consistency in data collection, analysis, and advocacy with the RWQCB. The total amount of the contract is $319,561, and the five year term ends June 30, 2021 action requested APPROVE THE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) 3.06Approval of Minutes action requested APPROVE AUGUST 23, 2016, BOARD OF SUPERVISORS MINUTES AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) 3.07Letter to the Federal Railroad Administration about Hazardous Materials Transported by Rail in the Feather River Canyon - Over the past several months, the Forest Advisory Committee (FAC) has listened to presentations on the transportation of hazardous materials and has provided comment to the Butte County Office of Emergency Management (OEM). This information was utilized to help substantiate a successful grant application for critical supplies and equipment that was coordinated by Butte County OEM and Butte County Fire / CALFIRE. Part of the recommendation suggested by Congressman La Malfa's office was to issue a letter to the Federal Railroad Administration detailing Butte County's concerns. The Committee and public agreed that the topographical and geological nature of the Feather River Canyon makes it highly likely that a serious environmental disaster will likely occur at some point, and discussed that there is no completely risk free rail alternative. The FAC collaborated with Butte County OEM on this matter. Furthermore, an offer to follow up on the issue has been extended by Congressman La Malfa's office, should the County be unsatisfied with the response from the Federal Railroad Administration action requested APPROVE THE LETTER AND AUTHORIZE THE CHAIR TO SIGN. (County Administration) Page 2 BCBSAS13,2016 UTTE OUNTY OARD OF UPERVISORS GENDA EPTEMBER 3.08General Assistance Rate Increase - The General Assistance program (GA) is a State-mandated program, funded entirely by the County General Fund, and provides temporary financial support to eligible individuals who are indigent. The Director of Employment and Social Services requests approval of a resolution setting the GA rate at $335 per month, effective October 1, 2016 (an increase of 1.43%, changing the GA amount from $330 per month to $335 per month). The rate increase is in accordance with State Welfare and Institution Code section 17000.5, which links any adjustment made in the CalWORKs program to a corresponding increase in the GA program action requested ADOPT THE RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Department of Employment and Social Services) 3.09Agreement with Catalyst Domestic Violence Services (Catalyst) for Domestic Violence Services and Advocacy - Approval is requested for an agreement with Catalyst to provide domestic violence services and advocacy for the Alternative Response Program. Catalyst will work in collaboration with the Children's Services Division and on behalf of victims of domestic violence and their families who are involved, or may become involved, in the Child Welfare System. The term of this agreement is July 1, 2016, through June 30, 2019. The maximum amount payable shall not exceed $484,320, ($161,440 for each FY 2016-17, FY 2017-18, and FY 2018-19) action requested APPROVE THE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Department of Employment and Social Services) 3.10Memorandum of Understanding (MOU) with the National Council on Crime and Delinquency for a Data Share Agreement - Approval is requested for an MOU with the National Council on Crime and Delinquency (NCCD) to set forth the scope of responsibility as it relates to the sharing of data for the evaluation of the Title IV-E Waiver California Well-Being Demonstration Project. NCCD has been contracted by the California Department of Social Services to conduct a developmental evaluation study to document and assess the implementation of the Title IV-E Waiver California Well-Being Demonstration Project. Butte County was selected as one of nine California counties to participate. The project enables the State to examine whether flexibility in the use of Title IV- B and Title IV-E funds for programming helps achieve safety, permanency, and well-being for children and families involved in the child welfare and juvenile justice systems. As one of the participating counties, Butte County is required to participate in the evaluation process. The term of this agreement is September 13, 2016, through June 30, 2020 action requested APPROVE THE MOU AND AUTHORIZE THE CHAIR TO SIGN. (Department of Employment and Social Services and Probation) 3.11Budget Adjustment and Contract with RGA Office of Architectural Design for Space Planning The Department of Employment and Social Services (DESS) has requested assistance from General Services to evaluate Chico based facilities to ensure continuity of services over the long term. The effort will require an architectural firm to provide space planning services forming the basis for conceptual plans that will eventually become final construction documents for future facilities needs. Staff recommends that the Board approve a $13,500 contract with RGA Office of Architectural Design, located in Chico, to allow General Services and DESS to start the planning process. In addition, staff recommends that the Board approve a budget adjustment from DESS of $250,000 to establish a Capital Project action requested 1) APPROVE THE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN; AND, 2) APPROVE THE BUDGET ADJUSTMENT, INCLUDING AUTHORITY FOR CAPITALIZED COSTS (4/5 VOTE REQUIRED). (General Services) Page 3 BCBSAS13,2016 UTTE OUNTY OARD OF UPERVISORS GENDA EPTEMBER 3.12Notice of Completion for 25 County Center Drive Accessibility Project - On April 12, 2016, the Board of Supervisors approved a $145,741 contract with Santos Excavating, Inc., to construct an accessible path of travel from the public right of way to the South entrance of 25 County Center Drive. Despite the use of an "Underground Service Alert" intended to locate utilities in the area, numerous electrical and water line components that were not properly recorded conflicted with the original design. This forced design changes and the relocation of several utility components which, in turn, required several Change Orders, as noted in the Change Order Log. While General Services issued Change Order 1, Change Order 2 exceeded the authority of General Services to approve, therefore the Board approved Change Order 2 on June 28, 2016, so the work could continue. Subsequently, General Services issued the final Change Orders 3 through 8. The total for all Change Orders is $32,612.53, bringing the final contract cost to $178,353.53. Although General Services intends to complete additional work on-site, including landscaping, staff recommends that the Board ratify contract Change Order numbers 1, and 3 through 8, and accept the contract work as complete. In addition, staff recommends that the Board authorize the Chair to sign the Notice of Completion to be filed with the County Recorder action requested 1) RATIFY CONTRACT CHANGE ORDER NUMBERS 1 AND 3 THROUGH 8; 2) ACCEPT THE CONTRACT WORK AS COMPLETE; 3) AUTHORIZE THE CHAIR TO SIGN THE NOTICE OF COMPLETION; AND, 4) DIRECT STAFF TO FILE THE NOTICE OF COMPLETION WITH THE COUNTY RECORDER. (General Services) 3.13Contract with Discount Mail Service, Inc., for Mail Services - Subsequent to General Services picking up outbound United States Postal Services (USPS) mail from County departments and certain other agencies such as the local Courts, staff sorts the mail, applies postage using leased metering equipment and, finally, the mail is picked up by Discount Mail Services (DMS) and delivered to the main post office in Sacramento later than the typical cut off time required by the post office. Overall, the County cost for postage, metering equipment lease payments, and the DMS delivery service to the Sacramento post office runs approximately $515,000 per year, depending on the volume of mail processed. Last fiscal year, in an effort to improve the process, General Services issued a Request for Proposals from mail processing firms to determine if there could be a more efficient and less costly process; the only respondent was DMS. Staff recommends that the Board execute a 3 year not-to-exceed contract with DMS, a Butte County firm, for $1,500,000. DMS obtains postage at a cost that is less than what is available to the County, and already transports numerous County documents throughout the County each day. The new process, with DMS processing the mail, will be more streamlined and free up General Services staff for other functions. General Services will work with departments and other agencies to transition from General Services processing the USPS mail to DMS processing USPS mail on behalf of the County action requested APPROVE THE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. (General Services) 3.14Contract with Nacht & Lewis Architects for Design Services for the Main Jail Walk-In Refrigerator and Freezer Reconstruction - The walk-in refrigerator and freezer units in the main jail kitchen, located at 33 County Center Drive, are failing and are no longer serviceable as parts are no longer available. Engineered design services are required to select and size replacement units to allow for redundancy during future repairs and to comply with current code. Staff recommends that the Board award a not-to-exceed $35,930 contract with Nacht & Lewis Architects, from Sacramento, the firm currently providing design services for the SB 863 Jail Project, to design the new walk-in refrigerator and freezer units. Funds for the design phase are included in the budget and no additional appropriation is required action requested 1) APPROVE THE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN; AND, 2) APPOINT THE GENERAL SERVICES DIRECTOR AS THE OFFICER OF THE PROJECT. (General Services) Page 4 BCBSAS13,2016 UTTE OUNTY OARD OF UPERVISORS GENDA EPTEMBER 3.15Resolution to Amend the Salary Ordinance General Services - The Department of Human Resources has prepared a resolution to amend the Salary Ordinance for General Services. The General Services Department is requesting to delete one (1) vacant Project Manager, Capital Improvement (term position to end 6/30/2018), and add one (1) flexibly staffed Administrative Analyst, Senior/Administrative Analyst/Administrative Analyst, Associate (term position to end 6/30/2021). These changes will better suit the needs of the department allowing more administrative support to the project managers overseeing several lengthy and complex building projects action requested ADOPT THE RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Human Resources) 3.16Butte County Correctional Officers Association - General Unit 12 Hour Shift Side Letter Correction - On March 8, 2016, the Board of Supervisors approved a side letter with the Butte County Correctional Officer Association - General Unit in order to correctly report pensionable compensation for Correctional Deputies who are regularly scheduled to work 84 hours per bi- weekly pay period. Correctional Deputy Trainees were inadvertently left out of the side letter. Human Resources requests the approval of a corrected side letter, which includes Correctional Deputy Trainees effective March 12, 2016 action requested APPROVE THE SIDE LETTER AND AUTHORIZE THE CHAIR TO SIGN. (Human Resources) 3.17Resolution to Amend the Salary Ordinance - Add Probation Technicians to Probation Peace POA) - In accordance with section 10.8 of the Butte County Personnel Rules, petitions of support were submitted by PPOA, requesting to move the Probation Technician classification currently residing in the Butte County Employees' Association - General Unit to PPOA. This request was reviewed and approved by the Human Resources Director due to the common interests of the Probation Technicians and the PPOA group which includes Probation Officers. There are currently 9 Probation Technicians. At step one, Probation Technicians currently make $15.11 per hour, the classification will be placed in the nearest salary range in the PPOA salary schedule which, at step one, is $15.33 per hour. Staff request that the Butte County Salary Ordinance be modified to implement said changes action requested ADOPT THE RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Human Resources) 3.18Resolution Establishing Butte County Personnel Rules - On July 26, 2016, the Board approved changes to the Butte County Personnel Rules, which were agreed to by all labor units with the exception of Butte County Employees' Association - General Unit (BCEA-Gen) and Butte County Employees' Association - Social Service Workers Unit (BCEA-SSW). The aforementioned units now agree to the changes. The changes in Personnel Rules were in section 6.7 Promotional Step Increases, 11.6 Merit Advancement Within Range subsection i) Step Adjustments, and 11.7 Promotion. Human Resources requests to remove the language in the Butte County Personnel Rules in sections 6.7, 11.6 i), and 11.7 stating, "with the exception of BCEA General and BCEA Social Services Workers", as well as section 7.13 which also had exception language for BCEA- Gen and BCEA-SSW action requested ADOPT THE RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Human Resources) Page 5 BCBSAS13,2016 UTTE OUNTY OARD OF UPERVISORS GENDA EPTEMBER 3.19Side Letters and Resolutions Regarding Changes to Employee Benefits for 2017 - Currently the County bundles health benefits which require employees who receive medical insurance to also purchase dental and vision insurance. Similarly, employees who opt out of medical insurance cannot purchase dental or vision insurance. At the recommendation of the Health Benefits Review Committee, the County and its labor groups have agreed to unbundle health benefits allowing employees more flexibility in the selection of health benefits. Additionally new Internal Revenue Service guidelines require those employees who receive cash back in lieu of health insurance to provide documentation that they and their dependents have qualifying group health insurance. Staff recommend approval of side letters with represented labor groups (Butte County Employees Association - General Unit, Butte County Employees Association - Social Service Workers, Butte County Management Employees Association, Correctional Officers Association - General Unit, Correctional Officers Association - Supervisory Unit, Deputy Sheriffs Association - General Unit, Deputy Sheriffs Association - Management Unit, Probation Peace Officers Association, Probation Peace Officers Association - Management, UPEC/Skilled Trades Unit, and Professional Employees Association) and resolutions which set forth the benefits of unrepresented groups (Appointed Department Heads, Elected Department Heads, Board Members, Confidential Employees, Non-Represented Employees and Board Members' Executive Assistants) memorializing the changes. Additionally, a second tier for cash back in lieu of health insurance is proposed to be added to the Board Member and Elected Department Head resolutions. Consistent with other employee groups, new Board Members and elected department heads will be eligible for $200 per month cash back instead of $403.34. Finally, language was added to the Board of Supervisors Resolution noting the legal requirements of pension reform (PEPRA) consistent with other resolutions and MOU's action requested 1) APROVE THE SIDE LETTERS; AND, 2) ADOPT THE RESOLUTIONS AND AUTHORIZE THE CHAIR TO SIGN. (Human Resources) 3.20Tobacco Education Allocation Agreement for FY 2016-17 - The California Department of Public Health has made available grant funding in the amount of $150,000 for the tobacco control education program. The three objectives of the tobacco control education program for FY 2016- 17 are: 1) improve the health of the residents of the County by implementing measures aimed at reducing secondhand smoke and secondhand vapor exposure derived from the use of electronic nicotine delivery devices; 2) implement measures to reduce youth access to tobacco products through the adoption of tobacco retail licensing policies in local jurisdictions; and, 3) build advocacy for addressing the social determinants of health through partnerships between health agencies, businesses, and cultural organizations. This funding will allow the department to continue to provide tobacco related education to the community. The term of the funding is July 1, 2016, through June 30, 2017 action requested APPROVE THE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Public Health) 3.21Resolution Recognizing the Month of September as National Emergency Preparedness Month - The Office of Emergency Management and the Public Health Department are committed to seeking ways to improve emergency preparedness throughout the County. One of the ways to improve preparedness is to increase awareness about its importance. As September is recognized as National Emergency Preparedness Month, the Office of Emergency Management and the Public Health Department requests the Board of Supervisors adopt a resolution proclaiming September 2016 as National Emergency Preparedness Month action requested ADOPT THE RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Public Works) 3.23Capital Asset Authority to Purchase a Loader for the Neal Road Recycling and Waste Facility - The Board of Supervisors approved purchasing authority in FY 2016-17 for the lease purchase of a Loader as a Capital Asset for the Neal Road Recycling and Waste Facility (NRRWF). The lease purchase amount requested for the Loader in the Schedule of Additions to Capital Assets was $250,000. When preparing a price estimate for the budget, it was unknown which Air Resources Board equipment tier would be available and at what price. Recently, the local Caterpillar dealer provided a quote for the equipment including the latest tier motor (Tier 4), a "waste handler package" which provides additional guarding of key components of the unit, solid tires, and an extended warranty. The quote for the equipment is $345,078.23, which is $95,078 more than the purchasing authority. The Department of Public Works requests purchasing authority to purchase the capital asset at the price quoted. Board of Supervisors approval is required for purchasing authority when the total cost of purchasing a capital asset exceeds the amount originally approved by greater than 10% action requested APPROVE THE CAPITAL ASSET PURCHASE. (Public Works) 3.24Relief of Accountability - From 2002 to 2012, the Sheriff's Office utilized a web-based software system for "Reverse 9-1-1" services. The system was called CityWatch, and was owned by parent company Avtex. The system is listed on the Sheriff's Certified Ledger as asset # 26695. The Sheriff's Office is requesting the asset be removed from the Sheriff's ledger as it has been replaced with another system action requested AUTHORIZE REMOVAL OF ASSET FROM CERTIFIED LEDGER. (Sheriff) Page 7 BCBSAS13,2016 UTTE OUNTY OARD OF UPERVISORS GENDA EPTEMBER 3.25Department of Finance Funding for Court Operations - In March of 2015, the Administrative Office of the Courts (AOC) opened the new Chico Courthouse for north county court operations. Prior to the opening, the Sheriff's Office completed a comprehensive application for supplemental court security funding from the Department of Finance (DOF), in the amount of $1,373,000 for 10.5 new security positions. Per Government Code seciton 69927, "it is the intent of the Legislature to establish a process and funding mechanism for sheriffs that overall incur increased trial court security costs as a result of court construction projects...". The Sheriff's application for funding justified the need for additional staff given the 400% increase in building square footage, 150% increase in courtrooms, additional screening station, and 22 holding cells. On June 25, 2015, the DOF awarded the Sheriff $322,500 for 3.5 new staff positions. The Sheriff filed an appeal in July of 2015 for 3.5 additional staff positions to maintain an appropriate level of security at the courthouse. On May 26, 2016, the DOF awarded the Sheriff additional funding in the amount of $87,493 for "one Sheriff's Sergeant to supervise staff at the new courthouse"; a budgetary shortfall of $62,104 for the actual cost of the position. In the meantime in November of 2015, the DOF reduced the initial award of $322,500 down to $293,259 due to the Budget Act of 2015 when the State again adjusted the funding down to "bottom step salary range for a deputy sheriff". The Sheriff's Office is requesting the Board approve appropriation of the additional $87,493 awarded to the Sheriff's Office for court operations to fund an existing sergeant position assigned to the North County Courthouse action requested APPROVE THE BUDGET ADJUSTMENT (4/5 VOTE REQUIRED). (Sheriff) 3.26Jail Cosmetology Contract for Inmate Services - The Sheriff's Office recently completed a Request for Proposal for cosmetology services for persons incarcerated in the Butte County Jail. One response was received from Jose Diaz, the current provider of cosmetology services. Mr. Diaz will conduct weekly haircuts and trims, within the jail facility, for $16 per haircut. Inmates with funds will pay for their own haircuts, and haircuts for inmates requesting services who've been deemed indigent, will be paid through the Inmate Welfare Fund. The proposed contract is three- years with a not-to-exceed amount of $45,000. Term of the contract is September 13, 2016, through September 12, 2019 action requested APPROVE THE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. (Sheriff) 3.27United States Department of Agriculture, Forest Service Cooperative Law Enforcement Annual Operating Plans - Plumas and Lassen - The Sheriff's Office receives funding from the United States Department of Agriculture, Forest Service, for patrol services in specific campgrounds in the Plumas National Forest and the Lassen National Forest. Per the agreements, the Sheriff's Office provides uniformed law enforcement deputies to patrol in developed and undeveloped campgrounds during visitor days and holidays during the summer months, typically from Memorial Day through Labor Day. As the available funds for these special enforcements vary from year to year, the Sheriff's Office did not anticipate revenue for these patrol agreements. The Sheriff's Office has been notified that funding of $6,000 each has been approved for the Plumas National Forest and the Lassen National Forest, for a not-to-exceed total of $12,000. The DBW Equipment Grant will afford the Sheriff's Office the opportunity to purchase maintenance equipment for the State-owned 2003 Jetcraft patrol boat. The aging patrol boat is in need of a new engine, a new canopy, a new steering unit and throttle, as well as a new trailer. In addition to providing patrols on Lake Oroville, the Feather and the Sacramento Rivers, the patrol boat is also used for search and rescue, and outside assists. DBW request a certified Minute Order authorizing execution of this contract. The Minute Order must authorize by name and title signatory of the contract and must be stamped with a certified county seal. (Sheriff) 3.29Letter to the State Water Resources Control Opposing a Change in Water Rights for the California WaterFix - For over a decade, the Department of Water Resources and U.S. Bureau of Reclamation (project proponents) have been pursuing a project to restore the Delta ecosystem and improve the reliability of water supplies of the State Water Project and Central Valley Project. The initial project was called the Bay Delta Conservation Plan (BDCP). The Board has been actively engaged in this process and has provided comments at various stages. The BDCP was split into two projects called the California WaterFix and the California EcoRestore. The California WaterFix is focused on water conveyance actions that include the construction of two water conveyance tunnels. In July 2015, State and federal agencies recirculated their draft EIR/Supplemental EIS (EIR/EIS) on the California WaterFix project. In October 2015, the Board of Supervisors submitted comments on the EIR/EIS. As part of the permitting process for the California WaterFix, the project proponents must gain approval for a change in water rights from the State Water Resources Control Board (SWRCB). The project proponents submitted a petition (Joint Petition) to the SWRCB. In July 2016, the SWRCB initiated hearings to consider the Joint Petition. Butte County appears on the List of Interested Persons intending to present a non- evidentiary statement on the Joint Petition. Previous letters, including the October 2015 letter submitted by the Board regarding the impacts from the California WaterFix, provide a basis for comments to the SWRCB. The department recommends the Board send a letter to the SWRCB opposing the California WaterFix and respectfully imploring the SWRCB to reject the Joint Petition submitted by the project proponents to change water rights in support of the California WaterFix action requested APPROVE THE LETTER AND AUTHORIZE THE CHAIR TO SIGN. As of 2010 there are 66 million dead trees throughout the State. In preparation for increasing tree mortality caused by drought and bark beetle infestation, Butte County has formed a Tree Mortality Task Force made up of public, private, non-profit, and government agencies. The desired outcome for this group is to monitor the tree mortality in the County, prepare for the possibility of worsening tree mortality, and identify resources to help private property owners, business entities, and public agencies action requested ACCEPT FOR INFORMATION ONLY. (County Administration) 4.05Resolution to Amend the Salary Ordinance - On June 28, 2016, the Board approved wage increases for certain Butte County Department of Behavioral Health classifications in Butte County Management and Supervisory Unit and Professional Employees' Unit who provide mental health and substance abuse services to this community. At that time Butte County Employees' Association - General Unit (BCEA-Gen) had not agreed to the increases for their members who provide mental health and substance abuse services. BCEA-Gen has now agreed to the increases. The classifications to be adjusted are: Medical Records Technician, Senior/ Medical Records Technician; Behavior Health Counselor III/II/I; Behavioral Health Worker; Licensed Vocational Nurse; Psychiatric Technician, Senior and Psychiatric Technician. The average increase is 8.34% action requested ADOPT THE RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. (Human Resources) 4.06Septage Disposal Options at the Neal Road Recycling and Waste Facility - The Neal Road Recycling and Waste Facility (NRRWF) receives the majority of septage generated in Butte County dating back to the late 1960s. The NRRWF currently has two lined ponds for evaporating septage liquids. Removal of the septage ponds is now required to continue development of the Module 5 waste cell, which will sustain landfill disposal capacity in accordance with the NRRWF master plan. The Module 5 waste cell is projected to provide landfill capacity until approximately 2048. The Board considered the Butte County Septage Management Plan in 2007 and directed staff to meet with municipal officials to explore utilizing local wastewater treatment plants for septage disposal. Since 2007, County staff has met with stakeholders, city / agency officials, and management of local wastewater treatment plants in an attempt to develop an alternative all parties support. Wastewater treatment plant management is concerned the biological strength of septage waste may upset their treatment system, so no agreement has been reached. A Request for Proposals was released by the Department in 2015 for a septage receiving facility at the NRRWF, but no bids were received. Two private sepatage receiving facilities explored opening in Butte County, but no development is currently planned. Staff has developed three options for the Board's consideration: 1) septage transfer station at the NRRWF; 2) septage separation facility at the NRRWF; or, 3) stop accepting septage at the NRRWF. Staff recommends implementing Option 1 (Transfer Station) because it would require less capital from the NRRWF Enterprise Fund than Option 2, use less labor, and provide the lowest gate fee for septage disposal while still providing a local disposal site.
