State of California, computed upon the total number of votes cast in said Gounty for all candidates for governor at the last general election at which a governor was elected, was filed in the office of the County Clerk of the County of Butte, State of California, on January 1~, 1945, petitioning the Board of Supexvisors thereof to submit the hereinafter referred to proposed amendments to the Charter of said County of Butte, State of California, which amendments are set forth in such petition to the qualified electors thereof, and, AREAS, such petition was forthwith examined and certified by the County Clerk .under date of January 25, 19.5, as being signed by a requisite number of qualified electors of said County of Butte, and thereafter, and on said 2~th day of January, 1945, presented to the Board of Supervisors of the County of Butte by said County Clerk. NOW TB:EREFORE, be it resolved by the Board of Supervisor~- of said County of Butte, State of California, pursuant to the pro- visions of Section 72f Article XI of the constitution of the State of California, that said proposed amendments to the Charter of the County of Butte be published for ten times in a daily newspaper of general circulation, printed, published and circulated in said County of Butte, and the l+fercury Register, a daily newspaper of general circulation, printed, published and circulated in said County of Butte, is hereby designated as the newspaper for the ~. ,. publication of such proposed amendments. 1 That said proposals for amendments to the Charter of 2 the County of Butte, State of California, as set forth in said 3 petition hereinabove referred to and to be published for the time 4 and the manner herein referred to, are as follows: 5 PROPOSITION N0. 1. That subsection "i" of Section 6 of 6 Article IV of the Butte County Charter be amended to read as ~ follows: . 8 The Horticultural Commissioner, Twenty i'our Idundred Dollars per annum. 9 PROPOSITION No. 2. That subsection "j" of Section 6 of 10 Article IV of the Butte County Charter be amended to read as 11 follows: 12 The Probation Officer, Twenty Fcur Hundred dollars per annum. 13 PROPOSITION No. 3. That subsection "1sTM of Section 6 of 14 Article TV of the Butte County Charter be amended to r earl as 15 .follows: 1$ The Surveyor and ems-officio Road Engineer, Four Thousand Dollars per annum. 17 PROPOSITION No.`1~. That subsection "1" of Section 6 of 18 Article IV of the Butte County Charter be amended to read as 19 follows: 20 The Superintendent of ,Schools, Thirty Six Hundred Dollars per annum. 2i PROPOSITION No. 5. That subsection "m" of Section 6 of 22 Article IV of the Butte County Charter be amended to read as 23 follows: 24 The County Librarian., Twenty Four Hundred Dollars per annum. 25 . 26 PROPOSITION No: 6. That Section 2 of Article XTT of 27 the Charter of the County of Butte be amended to read as follows: 28 Section 2. FACTS ABOUT THE BUTANO: 1. Where and Vdhat the Butano is: The Butano Forest lies in the extreme south portion of the San P.~Ia.teo County, forming the watershed of the exquisite Hig and Little Butano streams, which abundantly supply it with water. It is one and one-half miles directly west of the Shrine Grove (new Portola State Park), and one and one-half miles due south of San .Mateo County Memorial Park. It is a mountainous area, typical of our coastal country in the southern redwood belt, with flat areas on the ridge tops and also on the stream beds that are ideal for spot camping and. picnicking. Slopes are gradual, fine for riding and horseback.,•Because of the nature of the terrain, approximately fifty percent of the area oan b e made accessible for picnicking and the balance should be preserved as a wilderness area for hiking and riding. The redwoods themselves are the last and only stand left in the southern redtivood belt that may bo acquired for public use. Many of the trees, vrhich are singularly clean and free from disease or .fire damage, tower two to three hundred foot high, and are ton to fifteen feet in diameter. 2. Present Recreational Use of the Area: In the last ten to fifteen years extensive use of the property has been made by hiking groups from Pescadero, T~iemorial Park, the Summer Youth Camps, YPdCA, Boy Scouts and Girl Scouts, Youth Hostel Groups from the surrounding Bay area, and by riding groups. The San Francisco Patrol and San Francisco and San PiFateo Horsemen's Associations also use it extensively. 3. Roads and Trails Now Available: The San Mateo County Forest Service has constructed a firebreak and road with four percent average grade, from the Cloverdale (county). road along the top of the watershed between the Big and Little Butano and the Gazes Creeks. This road opens up some delightful spots along the ridge top, passes thraugh the rhododendron area and connects U2th the China Grade and Big Basin Road; making the travel time from Poscadero to this forest approximately thirty minutes, and from Big Basin approximately forty minutes. This is a skyline road, giving an unobstructed view as far as the eye can see over to the ocean to the westr Monterey Bay and Santa Cruz County to the South, Skyline and Mount Hamilton to the east, Mount Tamalpais, 1~2ount Saint Helena-and Mount Diablo to the north. The road is easy to maintain, as the base is sandstone and shale. Being on or near the ridge top, there are few if any drainage problems; and in the present state as a fire access road, it is vride enough for tvro fire trucks to pass for most ox' its entire length. Firebreak road is nine miles long; China Grade four miles; and four miles to Big Basin. From the junction off' China Grade and the Firebreaks road there is a system of logging roads that lead down into the forest that can be cleared at no great expense which would make the desirable camping and picnicking spots accessible Those roads have not been improved due to the Piro hazard involved by promiscuous use vrithout supervision. There is a hilcing and equestrian trail starting at Dearborn Parley-three miles east of Pescadero on the main county road betvreen Pescadero and"La Tionda, which is known as Dearborn trail. This crosses the main ridge be- tween the Pescadero Cr©ek and the Big Butane down to the junction of the ldorth and South forks of the Big Butane Creels, through the heart of the virgin forest to China Grade, and on to the Big Basin or Haul der Creek and Santa Cruz. There are many branches and sid© trails that open up this vast area. 4, Gdhy~This Forest Area Should be Pz•eservecl: As a natural monument which human hands could not produce, it has an inestimable value and the ever increasmng population of our local metro- politan areas which is continuously seolsing a spot whor© they can get avray from the trials and tribulations of city life and got out into the woods and commune with nature, pack the fami7,y car vri.th lunch and kiddies and be as- sured that thorn is more than a poison oak patch or a dusty roadside spot to go to. This area would servo the recreation needs of the residents of the entira Bay area as well as the ninny visitors that come to this section. It is a well»established fact that marry of the Youth Groups of our central coastal counties are already established in camps in~San l~dateo and Santa Cruz counties. Nany more are seeking locations thor©, as-this is tlio only forested area that affords the basic r©quiremorits for such activity= forest,, vrater, olimate, and accessibility v~ithin reasonable travel distance. The outstanding factor in the preservrtion of this area is that it is . the hub arour_d which the present State and County Parks and Youth Camps are located; that-it is far superiorin'ovory vaay to any areas now urider public or sctTi-public ownership; that it is vitally necessary to provide additional space to alleviate the overcrowded condition of t h© present recreational facilities; and tha logging off or denuding of this property vrould lovrer its value to the point vrhich it vvi1l bring in little if any tax monoy> The taxes rooeived during logging operation vrould only accrue during the life of the operation from the machinery and equiprnont used in logging.
