Aid Secondary System eligible for federal aid in the County of Butte, State of California, subject however to the concurrence of the Commissioner of Public Hoods; and, VR~i~REAS, two Routes are included therein, namely Paradise to Chico, via Oakdale Farms and from a Point o n Route 21, 3~ miles north of Oroville to a point on Oroville-Quincy Road 2~ miles above Bidwell Bar, the location & descriptions of which have been changed. WHEREAS, said two Routes aforementioned have been relocated and redescribed as follows: F.A.S. Geoffrey Bangs for architectural services in connection w~.th a x~ew Jail building, a new Hall of Records, and a Tuberculosis Hospital unit and, WHEREAS, said contracts called for progress payments to the Architect in the amount of 6D~ of fee on completion of plans and specificat~,ons for each project and, WHEREAS, it appears that such percentage do not re- present the reasonable co~.ts of serv~.ces to that point and, WHEREAS, it appears to be to the best interests of the County to increase the percent of said progress payments. Ar~zy Engineers will soon begin construction of levees and works for control of flood. waters of the Feather River, and WHEREAS, this Board has been advised that one plan be- floo basin or ing considered includes the creation of a~y-pass on the Vest side of the Feather River by the construction of a levee com- mencing at a point northerly of the Sutter Butte Canal Company intake canal and running thence southerly along or near the right of way of the Sacramento Northern Railroad to a point easterly of the Town of Gridley, and flood basi r WHEREAS, said/by-pass would include and result in serious damage to a large ~a.of some of the finest and most highly developed orchard and agricultural Land in Butte County, capable of supporting many families for untold generations to come, and WHEREAS, it is the opinion of this board that sound economy from the standpoint of both State and Nation. requires the conservation of its fertile lands even at added cost for flood control works. NO~i THEREFORE, BE IT RFiSOLVED that this Board of Supervisors respectfully requests the State Reclamation Board and the United States Army Engineers to disapprove the plan of flood basin or flood control involving-the aforesaid west side/by-pass, and any similar plan that involves inclusion of substantial areas of valu- fl~~od basin a able farm and orchard lands in a/by-pass, and that in place there-- of serious consideration be given to cleaning of existing channels and other flood control work that would result in protection from floods with a minimum of damage to fertile agricultural lands. That under the moratorium declared. under the executive . order, though the funds have already been appropriated, the expend- . iture of the funds and the construction work planned have been post- poned. That if any ordinary flood would occur in the Feather River during the coming winter the flood waters will escape through Hamilton Bend and flood thousands of acres of highly developed land in Southern Butte and Northern Sutter Counties. Over a series of years flood waters escaping through Hamilton Bend have many times inundated the City of Biggs, and flood waters have come to the outskirts of the City of Gridley. Each Regional Last Enforcement Coordinator shall compile and keep current a list of all special lass enforcement equipment and specially trained personnel and the number of men in his department ~rithin his region, the original. of 1~hich shall be retained at the Regional Coordinating Center, taro copies of trhich he shall transmit to the State Lacy Enforcement Coordinator: c. The Sate LaFr Enforcement Coordinator shall compile a com- plete list of special lava enforcement equipment and spec- ially trained persoxnel and .the number of men in his department ,~rithin the state, the original of .rhich he shall retain, and copies of rhieh he shall' furnish to each of the Regional Layr En~'orcement Coordinators. d.
