To the Honorable Board of Supervisors:
The Appointed Department Heads and the Interim CAO, on the direction of the Board of
Supervisors, have met several times to discuss the methodology of calculating new
salaries when contracts for Appointed Department Heads come up for renewal.
The issue of comparable counties used to calculate new contract salaries was negotiated
between the County and the labor unions and did not involve any input from the
Appointed Department Heads.
We are willing to look at how salaries for new contract terms are derived but we want to
make the Board aware of the following;
1. Appointed Department Heads voluntarily gave up the CPI in FYs 2003 and 2009.
2. Appointed Department Heads voluntarily agreed to the change of a resolution this
year which spreads new contract salary adjustments over a three-year period.
3. The resulting salary savings to the County for these voluntary give backs in FY
2009 is $200,000.
4. The voluntary giveback to the County equals 7% of Appointed Department
Head's total compensation.
5. No bargaining units or other classes of employees, have voluntarily given back
any compensation to the County this fiscal year.
At this point it is fair and equitable for the Appointed Department Heads to wait and see
what happens with the labor negotiations and other financial issues facing the County
before we again voluntarily step forward.
We as a group have always been willing to do our share as your Appointed Department
Heads.
