SUBJECT: Behavioral Health -.Relief of Accountability for Uncollectable Client Balances
The Department of Behavioral Health is requesting Relief of Accountability in total amount of
$803,423.42 in uncollectable client balances from prior Fiscal Years. The request is in the amount of
$734,778.42 from Mental Health for FY200712008 through FY200812009 and $6$,645.00 from
Alcohol and Drug for FY2003/2004 through FY2007/2008. The Department has attempted collections;
but has not been successful.
Due to the low expectation of recovery, the outstanding debts have not been recorded in the County's
financial statements. The amounts are internal to the Department's billing system only. The review
from our office shows no evidence that the uncollectable balances were results of fraud or gross
negligence as identified in Government Code Section 29394. Therefore, we have no abjection to
support the department's request of relief of accountability from their internal financial record.
If the Board determines that no fraud or gross negligence exists, it would be appropriate far the Board
to approve the Behavioral Health Department's Request of Relief from Accountability in the amount of
$803,423.42 when requested by the Department in accordance with Government Code Section
29394.
