At-large 'vacancies on the Butte County Water Commission.
There are currently 2at-large vacancies on the Butte County"Vater Commission. One of the
vacant seats is for a landowner who is served by surface (aka district) water. The ether vacant
seat is for a landowner who is served by private well.
These are the only at-large vacancies on the Water Commission at this time.
Landowner—Surface Water
Brad Mattson is the incumbent to the landowner-surface water position. His terra expired on
March 1 , 2015.' Mr. Mattson has submitted a request to be reappointed to another term for this
position. He will continue to serve as a Water Commissioner until a replacement is named, or
he is formally reappointed to another term.
Landowner Private Well
John Lane served as a landowner-private well commissioner since 2005. His most recent terra
ended on March 1, 2015. He has notified the County that he does not wish to be reappointed
to another terra. The Board of Supervisors has received letters of interest from the following
individuals who wish to be appointed to this position: TaniaDunlap; Samantha Lewis; and
Kathy Chance.
II have attached the letters of interest submitted by each of landowner-private well applicants.
have also attached a letter of recommendation for Kathy Chance that was submitted by
Colleen Cecil of the Butte County Farm Bureau.

I am a 5th generation Butte County almond farmer and currently serve on the Water
Advisory Committee as the Ag-At-Large Representative. Because of my family' s
historical - and literal almond - "roots" in Butte County, I have always had
the desire to do more for my community. At this time, you may not know me very
well. However, I believe that once you know my qualifications and understand my
concern for the future of Butte County' s water resources, you will agree that I am
the best candidate to fill the vacant position on the Water Commission.
I currently farm 600 acres of almonds in Chico, Dayton and Durham. At the turn of
the 20th century, my Great-Great Grandfather, Pierce Richardson worked to expand
the family cattle ranch to establish the Richardson' s Springs Resort northwest of
the current Chico airport. By 1910, Pierce Richardson saw the future of the tree nut
industry in Butte County and he requested a buy-out from his brothers involved in
the mineral springs hotel. With that money, my Great-Great Grandfather planted
his first almond orchard on Dayton Road in 1912. Since then, my family' s
livelihood has depended on reliable water supplies to support our farm and Butte
County' s thriving agricultural economy. Today, I manage 15 irrigation wells and
3 domestic wells. I understand the hydrology of our aquifers and the economic
implications of well problems and pump repairs to both the farming industry and
the domestic home-owner. But because of my family' s roots, I also value the way
of life that we, as residents. of Butte County, have come to expect. My background
represents one of the qualities necessary for Water Commissioners.
The second quality of a Water Commissioner is the education of the applicant. My
schooling expanded my horizons from the family farm to the needs of my
community and environment. Most importantly however, my education instilled in
me the qualifications necessary for representing Butte County landowners on the
Water Commission: scientific analysis, business acumen, and leadership. After
graduating summa cum laude from Johns Hopkins University in 2001, I pursued
my graduate training at Princeton University earning my place in Phi Beta Kappa.
In 2004 I returned to Butte County to run the family farm and was awarded
fellowship to the California Agricultural Leadership Foundation Class 35. My
education prepared me to operate a successful business and sustainable farming
operation, but it also taught me how to lead beyond the farm and represent the
water interests of Butte County.
Finally, I have the experience necessary to serve the citizens of Butte County on
the Water Commission. My tenure on the Butte Sutter Basin Water Users
Association board taught me the complicated history of Butte County' s water
issues and the people involved. I also learned the difficult task of representing the
needs of the greater good over my own while on the board of the Butte County
Almond Hull Association and committees of the Butte County Fane Bureau. But
most valuable has been my leadership experience with Blue Diamond Growers.
Local Butte County Blue Diamond almond growers have elected me to serve two
consecutive terms on the Co-op' s Liaison Committee and in 20141 was elected
to the Co-op' s Advisory Committee. It was these experiences and my concerns
for water issues that prompted the Board of Directors to send me to the National
Council of Farmer Cooperatives Conference in Washington, D.C. in June, 2014.
Not only did I lobby Congress for the water needs of my own farm, but also for the
needs of all almond growers in Butte County and the state of California. These are
the experiences that qualify me to serve Butte County on the Water Commission.
Currently I am on the Water Advisory Committee. It would be a great honor to
serve my county in a greater capacity by representing Private Well Landowners on
the Water Commission. My background, education and experiences qualify me for
the position. My desire to do good works insures that I will not disappoint. Please

I wou:ld like to be considered for appointment to the Butte County Water Commission as an at-large
ground water user Commission Member.
I am a third generation Chicoan that has been involved in business and farming most of my life. I have
experience with water districts (rice farming), wells (almond and row crop farming), as well as Califor-
nia Water Service. Our current farm/home site is serviced exclusively with groundwater.
My husband and I are the owners of multiple businesses: 4-C Land & Farming Co.,Inc, C &C Ranches;
Chance-Knight Farming; Bill Chance Realty and C & C Storage. I serve as CFO and am involved in
the decision making for all of our entities. I am also active in various philanthropic organizations and
fund-raisers.
With my diverse business background and long time investment in Butte County, I feel I can bring a
perspective to the commission that will benefit all water users, not just one area of interest.

Please accept this letter, on behalf of the Butte County Farm Bureau, in support of Kathy Chance in her
pursuit for appointment to the Butte County Water Commission. Mrs. Chance and her husband have
been active and engaged members,of the Butte County Farm Bureau for almost 30 years. More,
importantly Mrs. Chance is a leader in our local community—within agriculture, education and
philanthropy.
Butte County has demonstrated leadership in California with its management of our local water
infrastructure and water policy. That leadership has been the result of many excellent decisions,
