For the last six plus years we have worked with the Lassen and Plumas National Forests travel management plans. We and hundreds of others submitted written comments. All of these submissions were ignored. The NEPA process was originally intended to close off road travel in the forest and identify all trails and roads for forest use. All of us who worked towards this in good faith were kicked in the teeth when we saw the newly released Final Environmental Impact Studies for Lassen and now Plumas. This FEIS ignored all public input and the national Ievel rules to close the forest to OHV travel. Not only did the LNF and PNF ignore public input they have so far ignored all of our elected officials from supervisors on up to the Federal level. This is a blatant misuse of power by this agency. We are infinitely familiar with the Southern portion of the LNF from Lake Almanor down to the Butte Meadows area. With this FEIS there is no passibility for any OHV to travel in the LNF. Lassen National Forest and Plumas National Forest have arbitrarily decided to close alI Ievel three roads citing safety reasons. Fox many years we have personally used the roads in this area with no problem. The highway patrol has written them letters that they have no concerns and the LNF data also can point to no statistics verifying any problems. Plumas National Forest has now released their final FEIS and it is not as bad as Lassen National Forests but it still completely closes the forest to OHV travel like LNF. These closures affect OHV users, f shernr~en, hunters, mountain bikers, woodcutters, campers, sightseers and many others. No consideration was given to the economic disaster this will have on our communities. The small community of Butte Meadows has three businesses; The Outpost, Butte Meadows Mercantile, and Bambi Inn. The owners of these business estimate about 1/3 of their business is from recreational users. One or more of these businesses will be gone in a year with this FEIS implementation. The ripple effect throughout the surrounding counties will be huge with no OHV sales. Shops and stores selling these vehicles will suffer enormously and close. This includes businesses in, Chico, Paradise, Gridley, Oroville, Orland, Red Sluff, Redding and more. We can't afford to lose more jobsi From the County Supervisors on up to our Federal Representatives please get involved. LNF and PNF will listen to you as they haven't listened to the public and haven't followed the rules they were supposed to fallow. Please continue to help.
