Recycling and Waste Facility. The current situation is that biomass plants in the North State are closing due to several issues: • Low prices to purchase energy set by the PUC for PG&E to purchase energy produced by biomass compared!to solar orwind • Power purchase agreements have not been renewed for many North State plants and they are winding down operations intending togoout ofbusiness • Stategovernnmentm|entitieshavenotcmeatedaso|utiontaavoidbimmessplantdosuresandnmaymotbew/orhing together creating a quagmire of entities for local businesses to deal with to work on solutions In 2006,the Ems= ErThie:liiState Policy on Biomass Targets: http:�Llwww.energy.ca.gov/biomass/"" The p[ohlenmfacing Butte County businesses: * Local businesses in Butte County rely on the biomass plants in Anderson, Lassen, Plumas,Shasta counties • Local businesses have just received lower prices to haul materials tothese plants w Many of the biomass companies are no longer receiving shipments and are planning to cease operations m These materials when dry can combust in wind rows,which increases the risks of fire danger The problem facing Butte County: • In October,there will be few options for disposal for our large volumes of green waste materials, that will impact cities and businesses • New orgam|cwaste regulations are creating higher volume from the food industries from Ca|Recyc|e • The Neal Rd. Recycling and Waste Facility is overwhelmed with materials If it's not too late to provide the supervisors with some information for tomorrow's board meeting, here are a few materials that may be helpful: October 2015,the Clean Energy and Pollution Reduction Act of 2015 (Chapter 547,Statutes of 2015) set a target goal of 5096 bw203Oofretail sales of renewable energy: In 2015, 6,259 Gigawatt hours was produced by biomass, landfill gas, and waste water gas. 3.44%of the energy mix in, California. The C4Energy Commission's biomass program was first called Senate Bill 771Program and Energy Technology Advancement Program ETAP and is now referred to as Public Interest Energy Research (PIER) Program. K4ost importantly, biomass energy production is tracked by the CEC.The following link breaks down production by company and county here: (| have attached the list for you.) There are newer technologies that reduce the pollution tothe air caused byburning wood and agricultural products through filters, and the plants have implemented visual inspections to reduce other materials from entering the burners, the output ofsteam |sharmless and clean, and the ash collected from the burners has proven to be an excellent soil amendment. Our business community has already created aclosed loop, acommonly used phrase imthe world of sustainability management tu mean that the system has a solution for every waste product to achieve zero waste of resources.The gases of carbon dioxide and methane are being captured for new biofuels and other streams of energy, and the carbon monoxide is mixed into the ash. This is not the biomass industry of the 1990's. Thank you so much for helping the local business and agricultural communities. Biomass power plant is the general term forwaste-to-energy power plants that burn organic , material They are comprised of four specific types defined bythe fuel they burn: Biomass Digester Gas(Anaerobic Digestion) Landfill Gas Municipal Solid Waste(MSW) The plant pictured on the right is the Wheelabrator Shasta Energy Company power plant in Anderson,California.It uses forest"residue"that is chipped up-dead and downed trees and slash and debris from logging- as its fuel.
