The Building Energy Efficiency Standards (also known as the California Energy Code) establish minimum levels of energy efficiency for newly constructed buildings and additions and alterations to existing buildings. The Green Building Standards are voluntary "reach" standards. Energy Commission staff has analyzed the potential environmental impacts of these proposed standards. Energy Commission staff estimates that implementing the 2013 Building Energy Efficiency Standards will significantly reduce statewide annual electricity and natural gas consumption. This will significantly reduce criteria-air pollutant and greenhouse gas emissions. In addition to air emissions, staff considered onsite water use, indoor air pollution, and changes in materials use, including mercury, lead, copper, steel, plastic, silicon, gold, aluminum, fiberglass, titanium, glass, and wood. Staff concluded that the addition of the proposed Standards will not result in any significant environmental impacts. Therefore, Energy Commission staff recommends approval of the Initial Study and adoption of a Negative Declaration.
