SNOW, Secretary for Natural Resources BOARD OFSOpFRVISORS JUN '72010 OROVILLE, CALIFORNIA Thank you for your correspondence regarding the Bay Delta Conservation Plan (BDCP), and in particular Butte County's interest in playing a constructive role in the BDCP process. We well understand the unique and substantial set of interests that water right holders in the Sacramento Valley have in the BDCP's proposals. As the BDCP continues to develop there will be means available to Butte County and Sacramento Valley to engage in the planning process. A detailed briefing of the proposed plan could be arranged with the County and staff of your choice later this summer. At that time, more information about the new approach to state and federal water project operations to be proposed will be available and could be presented. While local issues groups could be a means to address the needs of stakeholders specifically local to the Delta, some detailed meetings could provide better opportunities to address issues specific to Butte County. More formal opportunities for the County's review and comment on the BDCP will be part of the public release of the draft BDCP plan and its draft Environmental Impact Report and Environmental Impact Statement, currently scheduled for spring of 2011. Together, these documents will describe in detail the proposed conservation measures, expected outcomes on natural resources and on the human environment and proposed mitigation. Butte County's input at this stage will also be an effective way to address your interests. We appreciate you reaching out to the BDCP.
