PO Box 3420 l.L �+Lt/p Chico, CA 95927la` NOTICE OF PUBLIC HEARING AND TENTATIVE WASTE DISCHARGE REQUIREMENTS FOR CHICO REDEVELOPMENT AGENCY FOR POST-CLOSURE MAINTENANCE OF HUMBOLDT ROAD BURN DUMP OPERATIONAL UNIT BUTTE COUNTY The Regional Water Quality Control Board, Central Valley Region (Regional Water Board), will consider adopting revised Waste Discharge Requirements (WDRs) for Humboldt Road Burn Dump Operational Unit (Unit)at its meeting on 23124 April 2009. The revision requires Chico Redevelopment Agency to perform post-closure maintenance of the Unit. Electronic copies of the Notice of Public Hearing and proposed tentative WDRs are available for viewing and downloading on the Regional Water Board's website at http://www.waterboards.ca.gov/centralvalley/board decisions/tentative_orders/. The Notice of Public Hearing contains important information about the public hearing process. Electronic copies of the April 2000 Standard Provisions and Reporting Requirements that would be adopted as part of the WDRs may be viewed and downloaded at hftp://www.waterboards.ca.gov/centralvalleylboard_decisions/adopted_orders/. TENTATIVE REVISEDWASTE DISCHARGE REQUIREMENTS FOR POST-CLOSURE MAINTENANCE OF HUMBOLDT ROAD BURN DUMP OPERATIONAL UNIT BUTTE COUNTY Chico Redevelopment Agency owns and operates Humboldt Road Private Properties Operational Unit (Unit), a closed landfill about two miles east of the intersection of State Routes 32 and 99 in Chico. The Waste Discharge Requirements are being revised to require post-closure maintenance of the Unit and approve proposed changes to the monitoring and reporting program. A public hearing concerning this matter will be held during the Regional Water Board meeting which is scheduled for: DATE: 23-24 April 2009 TIME: 8:30 A.M. PLACE: Regional Water Quality Control Board, Central Valley Region 11020 Sun Center Drive, #200 Rancho Cordova, CA 95670 The designated parties for this hearing are as follows: • Staff of Central Valley Regional Board • Chico Redevelopment Agency Only designated parties Will have these rights: to call and examine witnesses; to introduce exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence against him or her. All other persons wishing to testify or provide comments are interested persons and not designated parties. Such interested persons may request status as a designated party for purposes of this hearing by submitting such request in writing to the Board no later than 23 March 2009. The request must explain the basis for status as a designated party and in particular how the person is directly affected by the discharge. Persons wishing to comment on'this noticed hearing item shall submit testimony, evidence, if any, and/or comments in writing to the Regional Board no later than 5 p.m. on 23 March 2009. Written materials submitted after 5 p.m. on 23 March 2009 will not be accepted and will not be incorporated into the administrative record if doing so would prejudice any party. All designated parties and interested persons may speak at the Regional Water Board meeting,' and are expected to orally summatize their written submittals.
