Disaster Legal Services
FEMA, through an agreement with the Young Lawyers Division of the American Bar Association,
provides free legal help for survivors. Disaster Legal. Services provides assistance to low-income
individuals who, prior to or because of the disaster, are unable to secure adequate legal services to
meet their disaster-related needs.

Local Assistance Centers ICAC and Disaster Recovery Centers DRC
Local Assistance Centers and DRCs offer in-person support to individuals and business owners in the
California counties designated for the Individual Assistance programs. Recovery specialists from the
state, county, FEMA, SBA, and other organizations are at the Centers to discuss assistance and to help
anyone who needs information or assistance in filing an application. A listing of the LAC and DRC
locations and hours can be found at:

Small Business Administration SBA
'rhe SBA offers low-interest disaster loans to businesses of all sizes, rnost private nonprofits,
homeowners, and renters. SBA also offers Economic lnjury Disaster Loans to businesses in the
designated counties and any contiguous counties. Applicants can contact SBA's Disaster Assistance
Customer Service Center by calling 800-659-2955, emailing disastercustoinerservice cz;s ov or
visiting SBA's website at disasterloan.sba. poi v/ela. Deaf and hard-of-hearing individuals may call 800-
877-8339.
Reistration Fraud
FEMA recently became aware of potentially suspicious activity related to the recovery From hurricanes
and wildfires including fraudulent registrations. FEMA and its partners are taking necessary steps to
determine impacts of the fraudulent activities and implement long-term solutions.
If survivors suspect fraud, there are several options for survivors to report suspicious activity. 'they can
contact the Department of homeland Security (DImIS) Office of Inspector General (01G) at 1-800-323-
8603, TTS' 1-844-889-4357. A fraud complaint may also be completed online at the OIG's
website, http://www.oig.d�lis.gov, faxed to 202-254-4297 or mailed to: Dl-lS Office of Inspector
General; Mail Stop 0305; Department of Homeland Security; 245 Murray Drive SW; Washington DC
20528-0305. Survivors can also call FEMA's Office of the Chief Security Officer(OCSO) 'rip line at
1-866-223-081.4 or ernail to: FEMA-OCSO-Tipline@feina.dhs.gov.
Disaster Fraud
State and federal recovery officials urge California residents to watch for and report any suspicious
activity or potential fraud from scam artists, identity thieves and other criminals who may try to prey
on vulnerable survivors of the wildfires. Common post-disaster fraud practices include:
